As soon as you turn on Monster Power, all mobs are level 63. So what you see in Act 1 is what you'll get in Act 2, 3, and 4. Special abilities/monsters aside.
Your crit chance is far too low. Right now you want crit chance, then attack speed, then crit damage. Crit chance gives you more fury and attack speed makes your tornadoes tick faster which in turn gives you more fury as well. I'd grab crit gloves, a higher crit amulet (try to grab a trifecta here because crit damage can roll really high on an amulet), and a crit ring in place of your Bul'kathos Wedding Band.
Movement speed is very important as a WW barb as well. While you want 24% ideally (through boots and Tyraels's Might, Lacuni Prowlers, or Inna's Temperance, 12 from your boots is an absolute must even though it's more expensive.
I also see you're missing pickup radius as well. I HIGHLY recommend to have one item with 6+ pickup radius on it mainly for health globes. Yes, you'll get less stats on whatever piece you decide to include it on, but it's well worth it. I recommend either shoulders, belt, or pants, because these items can't roll crit, crit damage, or ias so it's easier to obtain one with the right stats and pickup radius. Search the AH everyday and wait for a great deal because you'll eventually find someone who doesn't realize the importance of pickup radius and they'll price an item for a very cheap amount.

So far from my first day of testing, yesterday, I had a legendary (the same crappy one dropped twice :/) drop from 64 and 76. However one did not drop from another 76 and two 78's. Well within RNG though which is why I encourage everyone to post their results as much as possible.
Well, to really test it you'd have to collect both low IP and high IP data. You would have to stick to a somewhat standardized farming route, and make at least 10-20 runs for each. Also it's important to write down the experience gain, since it can vary a lot between runs, and it is a clear measure of the number of mob kills.
