The reduced proc coefficient is just a drop in the bucket, and overall wizards are seeing their fair share of buffing.
In addition to the Hydra buffs, we're also increasing the damage of some lesser used Signature skill runes. A few skills are very popular right now such as Seeker (Magic Missile) and Piercing Orb (Shock Pulse), so we’ll be buffing the other runes to match. We'll be revisiting all of the other Signature skill runes with much the same philosophy as Hydra.
Meteor and Arcane Torrent are both going to get buffs, as well, since neither of those feel strong enough to justify the Arcane Power expenditure. Meteor requires the player to correctly predict enemy movement in order to deal maximum damage, and Arcane Torrent requires you to stand still for extended periods of time to do damage. Since a player is putting in some extra effort to use these skills, some extra damage seems justified.
Great. So they're buffing a bunch of skills no one uses. I don't know how many of these devs play inferno, but I can't see myself using a single one of those improved skills.
If these are the great changes they're making for killing CM//WW (which as many have stated, its a publicity post, so why would they post anything other than the best buffs they're making) I'm going to be REALLY disappointed.
CM is fine. It's slightly less effective against one enemy, unchanged against many. WW was proccing far more than any other ability, it was painfully obvious. Now it's brought in line with others. Hasn't changed the fact that CMWW is still very powerful.
Well, what kind of builds are you guys using through inferno. Also, do you plan on running a meteor build in Act 3? I dont. The first fast elite pack you run into and its over.
If there's anything Blizz are good at it's balancing things, anyone who's played WoW for a long time can vouch for that. No, D3 isn't WoW but it's Blizzard and I think people will regret all this whining after a while, I've seen first hand for years how they do things, trust me, D3 will only keep getting better and better (even if it's not quite there yet).
Are you kidding me? At least back when I played they would keep buffing the most powerful classes (Mages at the time).
I know that there will be more changes than what has been listed, but the only thing I thought after reading the preview is "That's all you got?".
After reading the barb preview, and how much balancing, correcting, buffing.. and how much thought actually went into their changes I was very confident that 1.04 was going to be game saving. After reading the wizard preview, I was just disappointed.. thats all.
A point of emphasis I would've thought would have been making more armors viable, as well as adding more reliable snares as opposed to just blizzard (granted, frost hydra).
The reason people play CM/WW is because it gives you control.. they don't like tossing down a blizz/hydra, running for their lives and kiting like a scared little girl.

you must be kidding or you have never ever played WoW. it doesnt matter if its pve or pvp but has nor ever will it be balanced... if you wanna talk about a balanced blizzard game (without any RNG whatsoever) then theres only Starcraft to talk about (especially Brood War). if you dont believe me, just check old parses and season class distribution for WoW
OT: disappointed about a preview that doesnt include all infos and emphasizes skill diversity... ya thats outrageous, what is blizzard thinking? you dont even have numbers to compare the skills so calm down and wait till you read the patchnotes and maybe can try the skills by yourself
Top viable dps spec in pvp is roughly 10-20% off from bottom viable dps spec.
Let's compare this with a few other games I've played, shall we?
Final Fantasy 11, Black belt monk does roughly triple the damage of any other class, They can also tank, solo, etc better than most other classes. They think this is fine.
Ultima Online...just this entire game was never balanced. It gives you teh freedom to choose your skills, but it was very VERY clearly not balanced well at all.
Aion, Star wars, etc. Balance? dafuq is that.
Now, Let's look at WoW.
The weakest pvp class has a 5.3% representation(hunter) in 2200+ gameplay, with a 10.4% representation overall, globally. Rogues have a 14.1% 2200+, and 7.8% globally. These are the two biggest extremes, most classes are between 9-11%. I'd call that pretty damn near balanced - with having 30 specs, and only 2 outliers. Every single spec has at least 1 player over 2.2k, I might add.
Let's waddle over to PVE - There's not a single class that isn't in the top 10 for SOME fight. Morchok - Warriors, Rogues, Locks, Rets - top 10 parses.
Zonozz - Rogue, Mage, Warrior.
Yor'sahj - Mage, Warrior, Druid, Rogue
Blackthorn - Priest, Boomkin, Rogue
Spine - Shaman, Hunter, Boomkin
Madness has a DK in the top 10
etc.. This is just from a cursory glance at World of Logs.
Blizzard is pretty good at balancing, whether you want to see that or not is another story. The classes are incredibly balanced, dps being within 10% of eachother, PVP showing every class with a healthy representation over 2200+, All around solid.
I trust blizz to eventually iron out the glitches in the balancing department, just give em time.
On topic: Change was needed. It won't effect good players much, might give it a higher gear requirement to play it, but not by much.
They are buffing them exactly because nobody uses them. After buffing they will be so good everybody will find new spells to use. And CM/WW will still work but not with any scrubby gear you might have.
I don't know how many of these devs play inferno, but I can't see myself using a single one of those improved skills.
I'd wager most of the devs are playing inferno since pretty much everyone can by now and it's very important to most players by extension. I feel quite sorry for you if there's nothing appealing in the class after one build is (marginally) nerfed from godhood to mere immortal.
If these are the great changes they're making for killing CM//WW (which as many have stated, its a publicity post, so why would they post anything other than the best buffs they're making) I'm going to be REALLY disappointed.
They aren't "killing" anything and they made that quite clear. Math might not be your strong suit, but rest assured those of us who can use a calculator have confirmed their new coefficient allows for moderately geared wizards to continue on spewing tornadoes with the same results. Again, if you don't like the rest of the skills then you don't have to use them. Just realize that much is your own very conservative opinion.
It is a drop in the bucket when the build remains just as powerful with marginally more crit chance. A real nerf would have been to dismantle the synergy entirely. Then you would be quite justified in pitching a fit.
I have been on this forum for quite some time now, and the only post that I've ever made that got any attention was the one where I vented prematurely. I can see why the trolls do it this way now...

Glass cannons are so outdated, maybe you should switch to something that doesn't die in one hit instead and use meteor because it at least does damage.

Lol, really? I'm pretty sure the consensus is the opposite of that. They are terrible at balancing things. Which is why every season in PvP there are set make ups that rule certain brackets. It is also why there has been so much class stacking for PvE in the past.

Yes, that is great. It means more viable builds. Variety keeps the game interesting.

It happens to the best of us. Don't feel too bad.
I see em cry..... for me and for you
And I think to myself.... what a wonderful game.
