First, unlimited arrows it's must. Now this is clear, next subject.
Having bow with arrows modificator or not ?
Both side are good !!
-arrows add customization
-no arrows doesn't decrease customization
-arrows or not, bow will pwn anyways equally, more stats for bow(without arrows) and less stats on bow and arrows but both make an equality.
-arrows can be great... Someone can have a poor bow with good arrows and others have a good bow with poor arrows...
If you find a good bow, you won't exchange it, so you will keep always the same damage, but with arrows you will be able to make progress in your damage while keeping your bow
Each character need to be unique, each have a different twist of gameplay. Ranged class can have more customization with that concept...
I think about something for arrow system...
bow having a damage base, arrow having a modificator.
example :
not like two weapon, if yes : like Airandius said, it's pointless...

It's not like you would grab an axe, you can pick the handle and the the actual axe part. And the axe part has the damage, and the handle has the other modifiers.
Do you see how pointless it is? In my opinion a bow/crossbow should be a 2h weapon just like all the others and have spears / javelins be the 1h version of the ranged weapons. Which you may combine with a shield.
Worked fine in D2. And it keeps the game nice and simple.

No offense but why not add those stats to the bow itself. Basically you are removing the elemental things weapons have (fire damage on axes) and make it an item on it's own for bow users.

Good point, but i think it can be cool to have 2 things that customize your stats, indeed only if arrow haven't the same stats as bow, it can be cool to make different mix. Example arrow having utilities and bow set the damage. Frost arrow, explosive, stun, confuse, silence...etc.
Arrows (unlimited) having stats or Quiver having stats are the same ! it still an unlimited item you wear that complement your bow...
Durability never related a gameplay or a feature, so why keep it ? you need to come back in town... Who's saying "spend money" I said, just balancing that by decreasing money drop...
if they add arrows make them "epic" arrows ad more damge and you can repair them so your not carrying arrows that do nothing more then waht you bows do

I think like ammo, blizzard will not implement that, you need to return to town for repair ??? it's break the action as much as buying ammo.
In d2, you always need to check the amount of arrows you have, constantly return to town to buy... annoying...
In many recent games, bow has infinite arrows !
