1. He did imitate Tyrael's angelic form, even though it was only briefly.
2. This one is really just open to interpretation, I can't argue it.
3. Again, whether or not the denizens of Heaven are omniscient or not is hard to argue.
4. This is true, I wasn't really arguing intervention so much as trust, but I see your point. Though I could just as easily ask you why he didn't simply portal out with Marius and take the stone himself, preventing Marius from doing something stupid again.
5. If you watch Baal's death you'll notice several soul-like objects leave his body in a torrent and enter the Worldstone, shortly after the cavern begins to crumble signifying it's corruption. Tyrael once again displays is uncanny ability to be right on time.

This is a good point. The only reason I can think of for his delaying is that the stones might have to be willingly passed from vessel to vessel, or even more specifically when being passed to the vessel harboring the soul it contains, i.e. Tal'rasha.

I am also unaware of anything written in the books so this is just a guess based on the game's lore.
I've never really considered him capable of turning even though Tyrael has done some pretty shady things:
1. His image is easy to replicate, as Baal proved, making his true identity uncertain. Who is to say this is the real deal.
2. His fight with the wanderer seemed rehearsed. Not only did the wanderer survive an assault from the Archangel himself, but miraculously dodged his sword in the process. I know the wanderer walked quickly but I hardly consider him in the condition to avoid the attacks of a master swordsman such as Tyrael. Marius had just enough time to remove the stone from Tal'rasha's chest before Tyrael intervened. The speed Tyrael displayed could have easily prevented Marius from releasing Baal as well as put Diablo through several walls.
3. Tyrael is forbidden to intervene in act 4. Evading heaven's sight for 3 acts seems unlikely.
4. Trusting humans he thinks are incapable of protecting themselves. Earth, similar in many ways to the world of Sanctuary, is described in many texts as a purgatory, an effective border between heaven and hell. Soulstones in the world of Diablo 2 represent containers that allowed the prime evils to manifest on this plane of existence. Tyrael entrusted Baal's Soulstone to Marius, a mortal who walked with Diablo's vessel. If Tyrael believes this man can walk into Hell, retrieve the mallet from Hephasto, crush Baal's soulstone and withstand the influence of the lord of terror himself why did he even bother to intervene at all?
5. The Worldstone. All these events lead to Baal's extremely successful siege on Mount Arreat and even though Baal reached the Worldstone he waited for the hero by it's portal. Remember it is not until Baal's death that the Worldstone becomes corrupted, convenient that a hero should arrive that can best him in combat. Tyrael appears immediately after Baal's death and informs the hero that the Worldstone must be destroyed with little explanation as to what it does and what will happen when it is gone. One could venture a guess that, if the soulstones work in a similar fashion, the Worldstone may effectively contain Sanctuary concluding that if destroyed this plane would become a bridge between Heaven and Hell.
(Side note: Harrogath was barely touched when the hero arrives due in part to the aptly named Nihlathak's betrayel to "protect" it. If Nihlathak gave the artifact to Baal to save the town, why was he protected by hordes of demons in a multi-level dungeon? Perhaps Baal left the town untouched for his own reasons and gave Nihlathak power for the artifact. As I recall Nihlathak had been on the brink of insanity after the death of his peers)
Now, Tyrael could also be an unwitting puppet who became overwhelmed by the events that took place. The only Divine being in Sanctuary is cut off from Heaven's aid and may have bitten off more than he could chew.
