Tested this out in a 116 (highest I can set it to). My gems are all 90ish, no augments, sub 1700 paragon, and only 3 or 4 ancients. No issues staying alive. Would love to test this out against a RG!!

My first attempt at posting a build, please be kind....
The Justice 4 set provides a good amount of utility. 50% dmg reduction when using Tempest Rush from the set, Which also then boost spirit regen to follow up with Cyclone Strike to keep 100% up time on DR from Lefebvre's and cluster in the mobs. Boosted movement speed from the 2 set and unlocking all sweeping wind runes for CC, aggro, and spirit regen. The yumminess of all four mantra effects from Inna's just can't be passed up. Illusory Boots to get out of those sticky spots if needed, Zodiac to keep Inner Sanctuary up 100% (rune is interchangeable as needed, I just liked the extra CC when i was solo testing) Unity/Oculus are interchangeable for group bonuses. Paired Blades seem to be a given for any Zbuild along with Spirit Guards. Take your pick on the neck, I am a fan of Azkaranth when clustering up mobs.

Paragon: Standard ZMONK Priorities. I did notice however that equal amounts of Dex/Vit work much better than going heavy on one or the other
