On WoW (don't hate me) it's part of the UI that you can enable, disable and customize combat text. I'm quite certain it's going to be the same for Diablo III.

But consider how fast we'll be attacking in late-game. Especially the AOE effect spells, the numbers will be overwhelming the screen... unless they're small... so small they can't be seen.

I've noticed in the blizzard gameplay videos from last years Blizzcon they didn't show number's popping up.
Monk > Wizard > Barbarian > Demon Hunter > Witch Doctor
So I'm going to guess you'll be able to toggle them on and off in the options menu I hope.

UI customization won't be supported(I.E. basic settings to be able to move your UI), but addons... why not?

i think i saw some popping up telling you how much xp you got on some vids or maybe bonus xp o.o
but maybe im wrong
