My wizard has 26.5K hp 1.8K armour 13K dmg 170 resist all and i can't step out of town without getting two shotted what am i doing wrong? do i need more armour maybe? how do i survive inferno?
Your armor is too low also. You just need better gear....use auction house or farm hell. Use force armor and diamond shield.
Act 1 inferno is pretty easy. Just beat the butcher last night with 18k health....4k armor....14k dps...204 magic find. Tough with those statz but it can be done......great loot
My demon hunter has less than 17k hp and can take a hit, plenty of time to react if you're being sloppy - you just need to not get hit. Most wizards are using blizzard in their builds to help with their kiting.

Put this skill in your build:
Energy Armor with the Force Armor rune.
With 26k hp you can take 3 hits and breeze through all of act 1.
You should farm act 1 until you get better damage tho, also your resists are very low.
Basically what your goals in inferno should be are the following, ranging by priority as a wizard:
+12% movementspeed(If you want extra mobility, get a pair of hammer jammers with +7% MS aswell, lower stats but it makes kiting alot easier.)
1000 vit(35k hp), optional is to get some +life% items
300 all resists
Once you're at those numbers, start working on pure offense making sure you never drop below 35k health.
If you have the cash, pick up a "the oculus" with +2 sec duration on blizzard and a venom hydra and you shouldnt be dying at all.
Obviously in the end, you will die on occasions and in reality what you need is practice.
The above list of what to gather is what you'll want to strive for to make force armor efficient throughout the game (And survive the occasional hits from diablo / iskatu / izual).
Asuming you don't go for a broken build.
currently sporting 35k health, 30k damage and roughly 400 all resists, I'm able to take everything with relative ease as long as teleport doesn't bug.
Does 35k let you survive more than one hit in act 2? If it doesn't then i wouldn't really bother going that high.
I think your stats are way under than what they should be. I would farm the AH or farm some older content to get some of your gear upgraded. And like others have been saying, kite kite kite!

You're surviving the first hit. Can't ask for much more in inferno. Seriously. That's the game. It's avoidance and kiting and trying to beat elite enrage timers. All at the same time.
The most frustrating thing about inferno is the hitbox problem. It's so obvious how poorly done they are when you get there. You'll see arrows whiz 10 feet over your head and you'll still take damage. It makes no sense at all. You can't nuance a dodge. No subtely in dodging an arrow or a spear. It has to miss by a mile.
13k dps imo is too little to do well in Inferno. Having at least 17k dps would boost your chances of killing the mobs before they kill you.
As a Wizard, you will need to have at least 1 or 2 defensive abilities at your command. Diamond Skin or Frost Nova are both pretty good at keeping you alive while you kill the mobs.

A; Don't get hit. Your a ranged made out of paper, you must play like it.
B; Your defenses / dps / resis / armor need to double to do well in act 1. Act 2 is a whole different story, so right now just focus on farming act 1. You gotta get better gear =) if that means farming hell for gold and buying it then so be it.
Mainly, 13k dps is really way to low. Champion/elite packs have hundreds of thousands of hp, if not millions in some cases. On my demon hunter I didn't go into Inferno until I had around 30k-ish dps.
Also try to get more hp and resists, I started out with about 29-30k hp and wasn't doing too bad against most groups of champions/elites.
You will of course be owned by the randomness of 4 affix champ/elite packs from time to time.

Best of luck.

And don't be surprised you're dead so fast with resists that low.
