So, while looking at the WD tree, it seems several skills specifically Mass Confusion, have the runed ability to summon a zombie dog, so if you picked up a passive skill to support your summons, but then used a skill like mass confuse, you could have zombie dogs AND and extra skill that you wouldn't have if you just initially picked zombie dogs?
I guess they would be weaker, because they are not runed. That might be the downfall.
I feel like they wouldn't let you have zombie dogs without having the skill.

My place really was here. I was too foolish and stubborn to notice. But, what I truly hoped for then was here. Why do I always realize it When I've already lost it.
Well i wonder if you did have the skill and runed for say fire dogs, then would the dogs resulting from Devolution(Runed Confusion) would benefit from the rune effect. Regardless i just threw together a build inspired by this idea.

Yeah, maybe...idk
I was thinking a build kind of like this would be good for the sacrifice explosion chain http://us.battle.net/d3/en/calculator/witch-doctor#TjhRYQ!deX!aaYZca
obviously it could be tweaked a few ways and you probably don't need all three of those runes to do the zombie dog thing, but yeah.
