While that's true...just like in D2....wouldn't low level items still drop in Inferno? O.o
Yes, but similar to how NM Andy is your best chance at an SoJ, Normal/Nightmare is probably your best shot at low-level legendaries simply because the pool of items is smaller.
For those hoping to make a fortune off the RMAH, farming low tier legendaries may not be such a bad idea. Most people, once they hit lvl 60, will probably be enclined to farm for gear that suits their newly achieved level, so odds are there won't be a lot of low level legendaries around. One could probably make a pretty penny taking advantage of those who still haven't reached lvl 60.
Or taking advantage of those of us who feel the need to collect all the legendaries in the game

99.9% sure that you will be able to do that, unless they decide to limit it to hell/inferno, it wouldn't surprise me if they did that.
This is pretty much the whole reason it exists, to farm gear, and they expect you to at least farm hell. I expect to farm lower level difficulties as well using NephVal. Something about finding a low level set or legendary before I make a new character really helps the incentive to play and level that character.
Because some legendaries seem to only come from certain tiers, I imagine the chance to find them would be much greater on the appropriate difficulty/act level. I agree with the sentiment that this will be really useful on the AH as well.

Too bad you can't up the item level for legendary/rares. I miss my upped Bonesnap.
I will definitely be feeding my inner Collector farming everywhere as I level. Best place might be Act III inferno. That's where the CLVL 63 items will start dropping. Actually Act III in D2 had great farming...all those little fetish bastards. Sheer volume of kills had good yields. Not as good as Cows, but still pretty good.

Definitely. I'll spend some time with my level 60 character farming Normal to try and get some low level legendaries for my new characters.

Let's say I spend 30 mins farming Normal for low level legendary items.
The 30 minutes I spent in Normal farming for legendaries, I could be farming in Hell. In hell, I get higher gold drops, and items I can sell to the vendors for more gold.
Which works out better for me? Getting the extra items for my low level characters, or getting the extra gold, which can be used to buy the items off the gold auction house for my lower level characters.
I personally think that, given they are low level legendaries, they will be quite cheap on the gold auction house. They are items being sold for low level characters, who won't have much gold at all, and as a result, I think the cost of them on the gold auction house will be quite low.
I think it will be much more efficient to farm for gold in the higher difficulties (aside from the other benefits of getting better/higher level drops) to gear up your other 9 characters through the gold auction house.

Yeah and guess how many ppl will do that since there is one GoldMAH for whole Europe/America/etc and the price of that low level item will be like what 10 g ? So you gonna waste your time for 10g?
Low level items farm for collecting or twinking? Yeah maybe when i get my top level tier. But keep in mind that even some of the low level legendary and set item only drop on higher difficulty. For instance in diablo 2 Immortal kings detail (belt) is the most common piece of the whole set. Its level 29. There is still chance to drop while you are doing normal but it drops in general in hell.
Say someone gets to 60 and beyond, and has like 5 million gold stored, don't you think it's reasonable that they would be willing to spend 100k-200k (or even more) for a low level perfect lvl 12 Legendary if they're rolling a new class and that will probably be amazing for the first 20-25 levels?
Who knows.. if everybody's selling high-tier stuff, and there's very little offer on the perfect low-tier stuff, it's an "unexplored market" and some might make some profit out of it.

I'm almost completely positive low level leg. can still drop all the way in inferno, it's how D2 worked, and I'm sure it's how D3 works.
If they didn't then there'd be an over-inflation of high level legendaries.
