I don't think he's hinting at anything. It seems more like a fan-based thing, based on someone's curious thoughts as to what will be announced (if anything) at the WWI.
Note how there are three question marks of exactly the same size, therefore of equal value. Its not hinting at Diablo anymore than it is at Warcraft or Starcraft.

Seriously though, riddles are often about context. They don't seem to make sense at first, but when you take it out of their context, they make perfect sense. Also, people tend to see what they want to see. So, take it out of the context that the image was posted by someone with connections, that it was posted on a Diablo site, and that everyone here wants it to mean something about Diablo. Without them in mind, you just have a question mark (or three question marks of identitcal sizes) that has three different pictures in them, representing three different games. There is no difference between the pictures equality though (not one stands out more than the other), so it is not hinting at anything. Apparently its asking a question, but no, there is no answer.
Its just here to hype everyone up - gladly, I might add, because we need some sort of hype around here.

Thumbs up. It doesn't mean anything in particular. Just an alert to wait for an unknown. If anything, it means: "INCOMING!" or "FIRE IN THE HOLE!"
I doubt he's showing off new abilities to make animated gif's. That wouldn't be all that hard to make something like that. And it's definantly not something up to par with Blizzard's previous work. I say it's one of his personal works to get people excited about WWI.
