I know this is a silly question that may have already been answered elsewhere or may simply not have an answer yet, but what is it that distinguishes the Arcane from the Magical?
The Witch Doctors are said to be the first class to exhibit Arcane abilities, followed by the Wizards, which are totally devoted to its use. How are they different from Magical abilities and energies? Have past classes used these abilities before, just without a name applied to it?

Tbh, i think arcane was first introduced in WoW (in a blizz game). Probably just a name to add some diversity i guess... Im probably wrong though.
Whats the difference between magic and arcane? ehhh...
Arcane magic basically means non elemental. It's more of a pure magic.

These are typically spells devoted to manipulating energy, converting one substance to another, or calling on the services of other creatures. For wizards, these spells are generally committed to memory after a session of meditation upon a spellbook containing the details of the incantation; sorcerers and bards know their spells innately and do not need to prepare them at all, nor do they require a spellbook. Once prepared, the spell is cast using specific words, gestures and sometimes a specific material component.
Imo arcane magic is just a new name for D1 and D2 "magic" element. Problably because "magic" was a too confusing - people though magic means all spells, wich is not true. Still it was quite confusing and this is the reason for the change.
Imo the biggest reason of why i think that it's a non-usable WD spell found in his skill tree in past blizzcon. It's a spell named "Spiritual Barrage" that deals arcane damage. This makes me think that all spirit-like skills will cause arcane damage just like wizard's time and space spells. So if necromancer existed in D3 the bone offensive spells would deal arcane damage.
Also the teleportation from D1 was classified in the "magic" school - and teleport is one of the signatures of arcane school in D3's wizard.
So "arcane" element are bounded to time, space, dimensions and spirits. It's like magic that deal with energies that don't naturally exist in our dimension. Like "unnatural" energies.

Arcane is more along the lines of like.... force. Just pure manipulation, without any properties.
