For the most part using a macro that does anything besides remapping a skill is against the ToS, but as far as anyone knows, they haven't actually banned anyone for using such a macro to play CMWW. The main reason I don't play SNS is because macros aren't allowed and I don't like doing things that can potentially get me banned, even if the chance is practically 0. That's just how I roll.
If you want a non-illegal way to mostly spam things, you can hold down your EB+DS buttons and just spam FN. That will activate your EB+DS regularly, though not quite as fast as if you manually spam them, or if you use a macro. The main downside to that strat is that against trash, spamming FN is a dps loss since they do not have resistance to freezing, so 1 FN works for 3s, and extra FN casts could instead be more WW casts, which does a lot more damage than a FN cast. That means you're kind of forced to spam 3 buttons against trash and just the 2 against elites. The logic still applies to macros, so if you do decide to use a macro, I recommend making 2: 1 that only spams EB+DS and one that also includes FN.

I have a mouse macro that does the following/ is allowed by Blizzard: when I press the thumb button on mouse it presses 1+2+3. Each click is the equivalent of physically pressing 1 2 3 at the same time on the keyboard. 1 click, 1 command. It gets a bit hard on the hand after a while, but it should improve your freezing/ dps by quite a big margin compared to regular clicking.
That's not a 'legal' macro. It's 1 click to do 3 commands. Pressing 123 at the same time is not the same as pressing 1 and having 2 and 3 activated at the same time. You can bind the key to press 1 the first time you press it then 2 the second time, and 3 the third, so you can just spam that one button and it cycles through 3 different commands. Though, to be honest, I doubt blizzard really cares all that much about macros atm, and as I said above, there doesn't seem to be any legit report of someone being banned for using a mouse macro to play CMWW.
