Reroll the base damage. That thing rolled just about as low damage as it could possibly go. Rolling to 10% damage won't do anything for you because it's lightning damage, not black damage.
So I ended finding this Thunderfury and I'm not sure whether to roll the resource cost reduction for the +10% damage or roll the base damage. What do you guys think? I would also be replacing the Mad Monarch Scepter linked below (Other weapon I'm using is an Odyn's Son).
