Power_Cooldown_Reduction: "Reduces cooldown of [Skill] by X seconds." (currently only Zombie Dogs)
Power_Crit_Percent_Bonus: "Increases critical hit chance of [Skill] by X%."
Power_Damage_Percent_Bonus: "Increases [Skill] damage by X%."
Power_Duration_Increase: "Increases duration of [Skill] by X seconds." (currently only Corpse Spiders and Blizzard)

This is great new information! I had heard about "+skills" but was waiting to see more specific information on what they would do. This type of skill customization is really quite awesome, as its potential goes much beyond that of a simple advancement in a tiered (level-based) aspect.
For now I am sure there will be one bonus / skill. but eventually you could potentially see 2,3, or higher different affixes for the same skill. Each focusing on increasing something about it.
For a fun example: Bash-
Of bruising - +5% damage
Of walloping - +10% knockback
Of welt making - +X%(effect) from skill rune
Of pummeling - +2 Fury
Of... you get the point.
It's a good way to see the customization system go, what with planned expansions.
or maybe just not let it generate fury on spenders?
Even if it only works on fury generators, it still unbalances everything. At minimum, it makes Leap, Charge, and (maybe) Stomp the best skills in the game:
Whether it works on spenders or not, you've essentially got infinite fury.
Ok. So you have nearly infinite fury! But the question is what are you going to burn it on? you only have 3 slots left. perhaps:
Whirlwind - Any rune
WotB - Thrive on Chaos
Threatening Shout - Intimidate
But really what you're looking at is using 3-4 seconds out of every 10 or so to generate a large amount of fury, then you have 6-7 seconds to blow it on something. I don't feel that's any more powerful than most of the other barb builds i've seen.
You could even ASSUME you'll be at max fury all the time and get Berzerker Rage (passive) for a simple 25% damage boost!
I don;'t think it is OP. infact in crowded fights. Just having ***Charge - Merciless Assault could be chained NON-STOP. as if you hit 5 enemies the CD is reduced to 0. That's literally 15 Fury every second.
This is my definite main's build. It works on a few synergistic concepts. Powerful small area hits using movement and CC as defenses.

With these stacked I will see a 63% bonus to overall damage output. Then combining that with...

Hammer of the Ancients - Passive

Ruthless
A base of 18% critical, with further bonuses as It will be one of the main focuses of gear, means I will hopefully do quite significant damage on skills, especially HotA.

Starting at 250% damage on crit and looking to get much much higher, Single target and small groups should easily melt under the onslaught.
Defensive's are built into each skill.

Playstyle is rather simple:
Leap -> Bash (1x-3x depending on current buff level) -> HotA -> Ground Stomp -> HotA -> Seismic Slam -> Leap
It's not like a WoW rotation but the principle is to leap into the fray bash enough to get your damage buff. Unload some Fury before knocking enemies away again. choose a direction smash and knock back again. Hopefully your Leap is up again to gather a section together again Rinse Repeat (ie, smash-smash-smash)
