Wizards have multiple gear/spec options from 35-40.
My advice:
Try changing energy armor rune to force or prismatic, teleport to fracture, mirror image to magic weapon or slow time (depending on leg gem), and dominance to evocation.
You're not benefiting from bane of the trapped gem very much. Get slow time, or use magic weapon and bane of the powerful.
If you have a good fire SoJ, or magefist+rorrg combo, use that over your dps ring.
Your goal in the end is to get your FB dot ticking for as much as possible; that will be the majority of your dps. Your spells are just the tools to get that dot up on as many mobs and as fast as possible.
Other than that you'll have to hope for a better weapon; that SS isn't doing you any favors.
I have tried something similar to this spec. The problem it has is lack of aoe damage from your bowmen. The single target is quite good, but it didn't seem worth giving up all you gain from 6p akkan's for it. Just my $0.02.
If that recipe and Random any mob drop, or are there specific mobs/zones that I can farm for the recipe?
It's a random drop, but that was just one example of an item that would be helpful. There are plenty of other great items out there, and they don't have to be limited to your spec; sometimes finding a good item means re-building your character around it.
There are so many variables in gearing that saying something like, "You should have 500k dps before you do T1," isn't really accurate. Your perspective of how well your char clears T1/T2 will provide a better estimate of what difficulty you should be playing at.
That being said, try to focus on legendaries that provide strong unique attributes, rather than purely DPS/Toughness. For example, the crafted shield Piro Marella would be a good item for you; it's a shield that reduces the wrath cost of shield bash by up to 50%. Look for items like that, and you'll see big improvements very quickly.

As a 1h user, I'm fine with the 8% CDR loss, because of the 15% I get from the passive. But I think you might be right about the other peices :p.
Either way I think I'll be running a Punish/Condemn build for Seasonal play, especially if I can make all Punish damage Holy! BTW RDWight, if you've tested Angel Hair Braid, can you confirm/Deny that it makes all the damage the same type as the rune you have selected.
First off, you should be using Blade of Prophecy if you're going condemn spec; that weapon makes the spec.
I can't confirm/deny that the rune you have selected determines the damage of all the punish runes. I know the rune selected determines the initial attack portion of it. My guess is no; the fire damage on block will be fire, the holy damage on block will be holy, etc., regardless of what rune you have selected. I may be wrong, though.
There isn't really a punish "Set", it'd be a mishmash of other peices, as much of Akkhan's as I can, because AC OP, then Angel Hair Braid (Punish activates all runes), Strength of Simplicity (increases punish damage and at 25 heals you for 2% health every punish) Depth Diggers (Resource Generators deal extra damage, up to 100%) Then the Condemn shield and probably the Smite legendary gem.
I like the idea of adding punish+Angel Hair Braid to the condemn build, but I don't think increasing the damage of punish with a leg gem and an armor slot is the best way to go.
It might seem like when you get those two items, punish will suddenly become this OP ability, but I've tested it, and the damage is really rather lackluster (trivial compared to condemn damage). You'd be better served using that gem/armor slot to increase your damage/survivability in other ways.
Nothing fancy, just a video of me clearing a rift on the PTR with the shield that allows you to cast Condemn without a cooldown for 40 wrath. Pretty neat. Density gets good at about 4:25.

Wow that's impressive; hadn't seen that before. I don't think it's fair to compare the two weapons by comparing the two videos, though. The two rift compositions are very different. For instance, he only kills 1 elite pack before the RG spawns! Haha, insane.
I think the two weapons are comparable. I've played with both, and both are strong. However, Darklight has the advantage of not relying on an awkward fire chain mechanic, or a minion that is easily killed in higher difficulties.
