    As far as when the world first Inferno completion....I say 2 weeks, a month tops. We don't have any idea on exactly how difficult it will be, but if you break it down we can make some pretty good educated guesses.

    First, what can they do to make the end game hard? They can either make the monsters hit really hard, have lots of hit points, use certain abilities (fast movement, stuns, etc) that are hard to avoid or overcome, or any combination of those three.

    1)For monsters hitting hard the obvious answer is try not to get hit. Player skill is the factor in this, as I can see Demon Hunters and Wizards overcoming this obstacle if played by very talented individuals with the abundance of "get out of dodge" abilities they have(sorry monks and barbs, you are screwed on this one).

    2)Massive amounts of hitpoints are overcome with gear. You can dodge every attack, but if each of your hard hitting shots are only doing 1% of the mobs hit points you are going to have a bad time. Gear can be farmed pretty easily, but it's time consuming. And exactly how much needs to be farmed before you can start to clear Inferno in a reasonable amount of time? This one I can see adding time to completion, although I would think it would be a pretty lame approach to increasing the difficulty.

    3)The last one is hard to quantify. In D3 it isn't like a standard MMO where there are "gear checks" needed when you raid, and if you aren't at a certain gear threshold you need not apply. You don't stand there and exchange blows while a healer tops you off. It's all about mechanics as a previous poster said. Mechanics alone can be learned, and as long as you can not stand in fire and play green light/red light when you are supposed to mechanics can be overcome. This mostly boils down to skill, although it's probably safe to assume that there are some mechanics that aren't meant to be avoided, and you will take damage (which gear helps with).

    With 2 of the 3 scenarios mostly relying on player skill what that tells me is a moderately geared character in the hands of a very skilled player should be able to do this in 2-4 weeks. Blizzard has tried numerous times to throw impossible and technical fights at players, and although only .5% of the playerbase could do it, they were shown it could still be done by a select dedicated few.
