regarding the proc on andariel's, don't worry about getting one with a high proc rate. TBH, the proc is a miniscule amount of damage compared to your actual attacks (and I am guessing, but it probably has an internal cooldown on the proc, so you probably wouldn't see a large difference in the proc rate anyways when getting hit by more than 2 or 3 mobs). The reason andariel's is good is because of the high stat roll and ias. Do not get an andariel's with more than 8% fire damage, you will get wrecked by fire chains/molten/desecrator and any other mob with a basic attack that deals fire damage.
SnB build is the slowest farming spec around, which is probably why you are feeling short on cash. I would suggest just turning the MP down to 1 or 2 and blowing through it as quickly as possible using a less defensive build, and hopefully you will pick up some decent drops along the way. I accumulated the majority of what I have before monster power and before they doubled the drop rates of legendaries and made everything roll at i63, but it takes time. All it takes is one good drop, and you will be good.
My guess is from account compromises. Accounts get hacked, and the hackers sell the gems cheaply and quickly to get as much as they can out of it before the account gets locked. Then Blizzard rolls back the account to before the hack and in a round-about way, we have blizzard duping gems for us. Cycle repeats, and the market is flooded.
Before this patch came out, WW spec was by far the best choice due to the insane speed at which you could clear a level, however now that normal mobs have between 1.5 and 5 million HP for me, I have elected to go with what I call "Smash Barb". It works on the same principals that WW uses, relying on Battle Rage and Crits to restore your Fury and allow spamming your Fury spender and have 100% uptime on WOTB.
It works great for me, and I actually prefer it to WW for most fights. Elite packs Die MUCH faster now, and since you spend most of your time fighting elite packs anyways, the speed at which you run through the level isn't as important.
Edit: as a side note, the playstyle which I use with this build may not work for people whose gear isn't quite as good as mine, but the main thing is to get high crit chance, crit damage, Lifesteal, and attack speed, in that order.
All lifesteal, be it from weapons, armor or passive skills receive the 80% nerf. Lifesteal is extremely powerful, particularly in aoe situations. My smash barb can crit for over 1 mil, and I can go from almost dead to full hp in less than a second. It takes high damage to be able to use lifesteal like this however.
It looks like the only piece of gear that you have with crit hit chance is your helm. Critical hit chance + critical hit damage are the best way to boost your damage as a witch doctor. Rings, Amulets, bracers, Gloves, and Helm can all have crit chance, and you should aim to get it on every one of those peices. Rings, Amulets, and gloves can all have Crit damage as well, so try to get it there too.
I personally find that using soul harvest if you do not have spirit walk is not worth it, since you must bascially get into melee range of something in order to get a full stack. I would either pick up spirit walk too, or get rid of soul harvest for something else. Its hard to comment otherwise on your spec since there are many different combinations that work for different people and their own playstyles, you probably just need to try using different abilities and find what works for you.

Armor is a lot easier to get to higher levels because we have two passives that boost armor. We only have one passive to boost resists and that's being nerfed at the patch so it's going to do less.
Plus a shield boosts armor a lot more than a piece of armor that has perfect resists. And a shield can block part of the damage as well.
So in all, armor is a lot easier to get higher than resists.
And yes armor reduces ALL damage. Just like "All Resists" reduces all damage as well.
Well while this is true...I would never suggest using a shield with WW spec since you sacrifice a TON of damage (like up to 200% CD) and LL/LoH, and the LL/LoH alone can more than compensate for the reduction in armor from not having a shield. Also using 2 passives to boost armor is a bit of a waste of passives IMO
Just how much damage do these bad boys put out? at MP1, MP3, MP8? If I've now got 70% armor reduction and 75% resist all, that means I'm taking 7.5% of incoming damage. At 35k HP, I will die if I'm hit with more than a total of 450,000 damage at one time, correct? If these guys put out an average of about 1,000,000 (including the occasional plague, fire pools, etc.), then I'd need my armor up to 75%, my resists up to 80% and my HP at 50k.
There is a large variation between different types of mobs. Tremors hit harder than skeletons, but I can say that at MP8-10, the damage feels pretty spiky when fighting a hard hitting mob, and it would be easy to die if RNG didn't roll in your favor. A mob like skeleton or imp on the other hand would probably not pose much threat. It also depends on your playstyle, how careful you are when working on mobs, and how much HP regen (LL/LoH) you have to replenish your life.
You probably won't notice a difference in damage unless you turn it up past MP 4, and it seems that the damage increase is exponential in relation to the monster power
I think the main reason resist all generally ends up getting stacked over armor actually has more to do with how the affix system works though. If you can get +350 armor on an item or +70 resist all, the resist all is going to be better all or almost all of the time and both take up 1 affix slot.
But there is no reason that these two stats have to be mutually exclusive, which is the point I am trying to make. Its well worth using 2 affix slots to pick up both stats in many gear slots. Obviously slots like gloves, rings, amulet it is more important to pick up as many attack modifiers as you can, otherwise I see few reasons to not try to get armor in the remaining slots.
IMHO, armor is the most underrated stat in the game.

If you want to try a more defensive build then use MoE:Hard Target, and Resolve passive. Seven-sided can also be used as an escape move in a pinch
