IMO what you should do is go down to mp0 and just do alk runs, pick up only legendaries and 63 rares plus 60+ rings/ammys. Also try to find someone who buys unID rings/ammys i got multiple contacts one buys all ringsammys for 90k then i have one guy that only buys 62 rings and ammys but at 300k each. So its a good constant source of income, any legendarys that suck brimestone and sell. Also i would recommend upgrade 5mill at a time, try to see what would make you go faster in mp0? More Dmg? Less Deaths? if less deaths b/c of health/loh/ar? or Movespeed ect.

For my DH since i can vault constantly and i don't much much time inbetween mobs the most efficient for both xp and loot is mp0 ( possibly mp1 i'm still testing ) and the general rule of thumb i've found is. If Mp1 takes the same amount of time as mp0--Then do MP1 if MP2 takes 3 more minutes longer than Mp1--Do mp1. You should do the highest MP you can, that you can finish the run the same time as mp0. But if mp0-1 is too boring, do w/e mp you enjoy playing.
I'm a little confused on what/why you're asking. Barb is probly the most efficient on a budget for both atm and i'd highly recommend going one. Monk also does well. a CM wiz for ubers will cost more than your budget but there are other builds but i don't think they pwn the ubers or anything.

I commend you, fellow LegNat, for sticking with legacy Nat's considering all the naysayers. Do you really need Prep with LegNat's 4 pc? I never found a situation where I needed more Disc and Bat will increase your hidden DPS (more Hatred).
Try and get your crit chance up and consider using Perfectionist over Tactical Advantage; it might help you address your lower life number. Try and find items with a bit more Vitality and you have pretty good All Resist. With permaGloom/Smoke Screen I don't focus on All Resist as much with LegNat.
I like Loaded for Bear over Impale since it adds some area damage. You already know about upgrading your Emeralds; good to see you put the best ones in your Manticore first.
I think my profile shows Engineering with Sentries and Spike Traps; it's my Ubers spec. I know I should increase my AllRes but with Gloom up all the time and just doing MP10 Ubers I don't feel pressure to- maybe PvP will. Working on leveling my Paragon is my next goal.
My skill build is askew b/c i was trying different things for different occasions, i only use prep for ubers/high MP key farming where i do need it for certain mobs.
With Tact. Adv i use it for paragon lvl'n on mp0-2 b/c i can fly thru those and finish my route faster, to where perfectionist isn't really that much more resist/hp b/c mines already so low.
I'm starting to think that i'll either just save all my gold for pvp, or build another sec that isn't legnat, that might be more useful for lvling/farming or ubers.

As people have said before, they can't make every1 happy, sucks if the updates don't benefit you, but overall it is really good for the game and i'm super excited for it!
D2 has a HUGE dmg reduction in pvp. Plus they might add some legendary drops or new affixes for items ( like resilence in WoW ). That'll have pvp centric gear on it.
Its been a while since i pvp'd in d2, but if i remember correctly a belt called string of ears....amazing for pvp, useless in baal/chaos runs.
Same with a low level chainmail chest called Shaftstop, mostly zons used it b/c it was horrible for leveling/farming. But amazing in pvp ( assuming you didn't have a +ias/life jeweled chest ).
And hammerdin's hammers hit for like 30k or something and they didn't oneshot people.
PVP wil be nothing in this game tbh, it never was anything special in D2 , it wont be anything special in D3 , unless they want to implement more from wow into diablo and i think thats a very bad idea ,they already ruined most of the game this way.
PvP was special, it is pretty much the whole reason you played, that and leveling to 99, but again that would've been for the +stats/+skill you get from leveling.
Diablo isn't a game where you find your gear, you find gear that is sellable, sell it then use that currency to buy gear for you. Thats how it was in D2 for the most part. I enjoy how it is now. The game in this aspect doesn't need changing b/c i feel that is how it is ment to be played. If you don't like the style then find another way to enjoy d3 ( such as what you're going to stream ) or find a game to where farming is what you're looking for.
The biggest problem i have with my WD is, it seems like if i go glass cannon, it still isn't as hard hitting as dh/wizard. But if we go balanced we have nothing that increases our resistances or armor enough to where our low dps is covered by how much we can tank.
It seems as if we're weaker than average in everyway. I think either poison darts needs a buff ( more dmg somehow ). Or Bears have longer range ( if we have no EHP buff ). Or give Jung fortitude to add resistances.
There just isn't anything with a WD that says we can do THIS better than this class. The only thing it seems we got going for us is we just look absolutely badass
Also i think that maybe intel should add to our mana pool.
And i'd agree with gem upgrades, they'd be very helpful, and maybe upgrade gems except for weapon, then use w/e you have left to get the best emerald for your weapon. ( It'll be the more significant change ).
I don't play a monk, but from what i have read, using the LoH offhand might help more in terms of progression. The biggest thing now is that most of you're upgrades imo should cost 3-5mill per item. So as for a single peice of gear i can't really tell you. But i've always believe in 50% of your gold income should go to better weapons, and more LoH + more resist will help for act4.
Take what i say with a grain of salt but i do believe you do enough damage that if you can hold around that amount of damage but get more resists and LoH you'll be able to do fine thru act4 ( it isn't much different than act3 ).
It also depends on how you like to play, I have 4 survive/disc skill, then my aoe generator ( spray of teeth), and my single target is impale with the crit rune.
