Cooldown Reduction (CDR)

At least 50% is preferred. Explosive blast will begin to overlap at this point.

Key Items

Wand of Woh - extra three blasts per cast. With the Chain reaction rune, 12 blasts in rapid succession.
Illusory Boots - center your blasts on top of groups of mobs, also run through the waller elite affix. Great combo with the run speed in this build.

Alternate Items

The following are good alternates to Krelm's Buff Belt.
The Star of Azkaranth - Perfectly positioned with CDR and Fire Immunity, this will boost damage and allow you to avoid the molten monster affix.
St. Archew's Gage - For increased survivability against elites.
Leorics Crown - A pure boost to CDR, and therefore damage / speed.
The Oculus - Allows for a quicker teleport, however, CDR is applied after the flat reduction. So, at 50% CDR this is a 3.5 second teleport ((11-4)*.5).

Damage Affixes

Explosive Blast Damage on Shoulders and Chest
Meteor Damage on Source. Helm and Boots are optional.
Optional: Spectral Blade damage on Pants, Belt.
CHC, CHD, and INT are all highly desired. Use area damage to supplement.
ED on amulet is optional. Fire Damage on Bracer.
CHC of at least 40% is recommended
CHD of at least 300% is recommended.
Area damage of at least 50% is recommended.

My preferred variation of a Tal's T6 Woh Speed build.

Super fun build with the increased run speed. Enjoy!

Configuration

I use Teleport on left click so I don't have to use force move to run through enemies.
I use force stand when I need to Teleport.
I recommend using the num lock method (https://youtu.be/JaAI8s8rft4). Apply num lock to the following spells:

Run Speed

Balances speed boosts for a minimal level of 50% run speed.

Krelm's Buff Belt will activate when you are not being hit or shielded. +25% run speed.
Storm Armor (Scramble) will activate when you are being attacked. +25% run speed for 3 seconds.

Additional speed boosts (up to 175%):

Diamond Skin (Sleek Shell): +30% speed every 7.5 seconds. 3 second duration.
Illusionist: +30% speed every 5.5 seconds. 3 second duration.
Wreath of Lightning: +25% speed for 3 seconds.
Warzechian Armguards: +50% speed for up to 4 second duration.

Not opted in build, but can be considered:

When using Boon of the Hoarder, I kept finding myself running too fast, and doubling back to pick up gold.
While Wreath of Lightning and Boon of the Hoarder are comparable speed boosts, I opted for Wreath of lightning because it keeps your focus on killing mobs.
Wreath of Lightning's passive, non position based nature is a boon. Proc rate isn't bad at all, especially when using spectral blade.
Wreath of Lightning will destroy objects and activate your Warzechian Armguards for sustained speed boost.

Passive Replacement Options

Swap either Illusionist or Dominance for:

Variation of Zereke's 2.2 Woh Speedfarming build. Thank you for the helpful ideas!

I found I preferred more shielding and speed from Sleek Shell to having the 20% damage from Force Weapon.
Dominance is also the better choice for defense. It outweighs Elemental Exposure and Glass Cannon. Clear time would go down if you couldn't survive the elites or run fast. Already doing enough damage without these buffs.
I tested Hexing Pants of Mr. Yan - Not good, since you need to stand still to cast your lightning signature spell every 6 seconds or so.
I found Nemesis Bracers to be a sufficient replacement for Warzechian Armguards, for no required swap. Extra elites >> More legendaries.
