No a Blue posted it's based on activity and they have a rough estimate on when the community will reach the days but they're not sure.
They've capped how often you can thumbs up, as far as I can tell, so I usually go and thumbs up as much art as I can until it doesn't seem to work anymore. But I doubt they've actually put a cap on how many different people can vote, it probably just requires like 10 million total upvotes to reach 100%.

But ya it's like a half-way capping, the amount of votes you can give out seems to relatively large, and I'm not really sure how the reset timer works since I can usually return later in the day to vote more. (I just finished my exams.. I have literally nothing to do between Dota 2 games lol)

I guarantee you (being in the Industry) everything is controlled by us users, the ONLY thing Blizzard will tweak is the ratio of user input to unlock speed. If we were doing it way too fast they'd increase the ratio to slow it down, if we were doing it way too slowly they'll lower the ratio to speed it up. They won't do this very often either, but they basically want to ensure that a) all the content doesn't get unlocked in a week and b ) that all the content gets unlocked before the game launches, aside from those loose guidelines pretty much all the unlocking is done by us.
