Take the Highest paragon level character that you have on your account. Each paragon level is 2% increased paragon experience gained on other characters. That would mean that it becomes increasingly faster to level ALTS up to your current highest paragon level, but means that the player has to reach 100 with at least 1 character at base exp rate.
Gives incentive to get to 100 on one char but also encourages leveling alts, (200% faster grind).
I think it's a good middle of the road between individual leveling, and account wide paragon.

Because as others have complained, the current grind is not conducive to leveling alts for the "item hunt". I'm in the process of leveling a barb, but it seems wasteful when I could be leveling my main and have a better shot at getting drops. It would be nice to know that the time I've spent on my wizzy is useful for the rest of my chars as well. Look at all the other account wide things they have now. Stash, achieves, AH, etc. I don't see why they couldnt do something similar to this. Or, I at least don't see a downside to it.

More or less, it's an idea to incentivise rolling alts. It also throws one more bonus onto each ding. Even at 200% increased exp bonus, the grind would still take a while, but switching from one char to the next wouldnt seem so detrimental

Because level 1-60 is a fraction of the time from 1-100 paragon, probably less than 1%.
People play alts for fun, not efficiency. Before paragon levelling came out, the penalty for playing alts was time spent from 1-60 and minor gold spent on low level gear.
But in the long haul, if you do not focus on one character, you're gimping yourself way too much, the penalty is not worth the fun derived from playing alts.
Blizzard need to realize that gearing alts is a massive factor in the economy's activity. At the moment this just isn't happening, which is the reason why non-top tier item market has gradually died out.
It's sad that I haven't touched any of my alt character since 1.0.4 came out, I'd love to try the other classes but I feel totally gimped by not playing my main.

Once you hit 100 you should be able to choose a character that all exp gained after paragon 100 the exp goes to that character. Also 50% exp boost to all your 60 chars besides the 100. So you can be like "I feel like hunting items" and still get exp towards an alt. Or "I feel like grinding on this alt" and get a 50% bonus to exp.

Im not much interested in Paragon levels and even less in getting those on any of my alts but I still see a very good reason why Paragon levels should be account wide or at least highest level character should provide benefit to lower level characters.
The reason for this is what Blizzard always wanted to have in Diablo 3, the choice and diversity. Paragon levels killed the whole concept of choice and diversity when it comes to characters. A game so centered about getting loot simply can not ignore the fact high level paragon character is so much better in hunting items. It was Blizzard themselves who said they want us to try different characters but Paragon levels in their current form, ie. exclusive to each character, do not support that.
Im not saying Paragon levels should be account-wide right away but some kind of support model for leveling alts should be developed sooner then later.

Well, to me the difference is lvling a character class from 1-60 slowly introduces you to the class' skills and runes, and ups the difficulty throughout it. It allows you to try out different stuff and get the "feeling" of the class.
Lvling Paragon from 1-100 doesn't really teach you anything new, it's just a grind. And it's kinda silly that grinding on Hell with Cain's Robes and a gem is a lot faster than doing it on Inferno (unless you've got godly gear to equip those and do it on Inferno).
Why dont you just lvl the other characters if you want to play more than 1 for the item hunt...
Unless you have a complete MF kit there's no reason to bail on a 300% MF toon to play a 0% MF toon.
That's the problem in a nutshell. It has nothing to do with pXP rates. It has nothing to do with trying to find a way not to grind pLvls. It has everything to do with the fact that by switching to a toon that doesn't have as much MF as your main toon you are severely gimping yourself.
I haven't touched any of my alts (I have every toon at 60) since 1.0.4 because there's no point. They don't have full MF kits. They're a liability to attempt to level.
Not playing your "main" is atrociously inefficient or requires you to sink a ton of gold into a legitemate MF set. This game is about efficiency. The current pLvl implementation creates a major efficiency barrier for alts. It's as simple as that.
I think an XP bonus depending on how high your highest lvl paragon character is would be a great idea.

I would like something that benefits alt leveling as well; I can't stand to play on my main for more than a couple of hours it gets so boring. I basically just play one char for a day and play a different one the next. Most of my levels are similar but it keeps the game fresh, sadly I don't find anything haha

To be honest I don't think it's necessary. Paragon levels are a substitute for MF, they're really a luxury. Just put more MF gear on your alt to compensate. After 1.0.5's loot changes I think it shouldn't be too hard to gear up an alt with 300% MF and play at least on MP1.

I don't much care how they do it, but yeah-- Paragon levels should transfer over characters somehow. As it stands, I am dis-encouraged to play anything but my main :\

If you dont like having to level paragon on multiple characters dont play multiple characters... its simple as that
