Sorry to burst your bubble, but I'm pretty sure it won't be this month. I'm thinking Oct. 21st or Nov. 4th. Reasons: Season length testing. I think there will be a PTR reset on Thursday. Season 3 will start after that reset and last 4 weeks. Season 4 will start Sept. 4th and last 6 or 8 weeks. Maintenance will be extended on the day of the patch (8-12 hours) and it's only 6 this time (defrag of servers and bug fixes most likely). No live patch today. Probable PTR patch Thursday.

Alternatively, the .99 patch designation is a "test" indicator to make sure things don't go live, because they'd never go 100 balance pacthes without a content patch.

That's not how version numbering works in software development at all. The next patch could be 2.1.100.2xxxx, not 2.2.0.2xxxx.
(I guess the 99 is just a fixed number to denote that this is a "beta" release. Don't have access to the client here.)
Of course there are software developers who pick their own arbitrary rules. However, just because your "build" number hits a 9 or 99 shouldn't mean you increase the "minor" number; that'd be bad practice and is usually frowned upon by any convention used in any serious software company. As for Blizzard numbers: the major number denotes a game release (1.x was D3, 2.x was RoS including the RoS pre-patch); the minor number denotes a major patch with significant content (such as 2.1 will be the first content patch for RoS), and the build number denotes balancing changes (like 2.0.5, 2.0.6, and so on). Those numbers all can "roll over", such as for WoW classic patches.Their revision number, the fourth bracket in their versioning, is a 5 digit code which is always increasing (i.e., doesn't start at 00000 when any of the previous three numbers change), so many people simply use that number to make sure everyone's talking about the exact same build.

Absolutely 100% impossible, the patch is way too far from being done. Many items not yet implemented, monk is still completely broken, Crusader is actually really weak in Greater Rifts, class balance completely off. Just gonna happen. Releasing the patch before Gamescom would not be smart, it would be a disaster and the second biggest mistake ever (after the AH).

Thank you for your anecdotal insights, but just because one Twitch streamer is enjoying his class it doesn't mean anything about the current state of the monk. Here's a more reliable set of data, the top 1000 leaderboards for each class:

Therefore, any discussion is kind of moot as the monk as it is on PTR right now will probably be quite different to the monk once the next PTR patch goes live.
Its great how DH are doing well since they have suffered more then ANY other class since day one and things have turned around. Honestly though, what is a DH without M6? If DH did not have M6 they would be at the bottom of that list 100x over
When they take the 99 away, then we will have an idea. They will not release right away. 1-3 patches after 2.1.99 becomes 2.1.0.2xxxx (or similar). Keep an eye out on the PTR Feedback forum.
Since when did blizzard ever care about the people that play their games? You will never get a date because the console $$$$ is all blizzard sees they care more about that player base then the PC base. Too bad all the time they are putting into this patch that there is no NEW content. I mean other then legendary gems whats new? Seasons just another game mode too take away from the rifting. RoS had so much potential...and it died so fast.

There will probably be more changes, but it would make for some interesting builds.
WD - DoT build (with/without Jade) will be different. With a high damage range on a slow 2h (I'm looking at you Furnace), you'll be able to clear T6 WITHOUT the 'boom'.
DH - 2h/quiver is already balanced. If they push the 2h change, they'll probably push the dex > armor change as well. DH - at least sentry - is very strong in PTR.
Wizard - would need changes to meteor first (Smoldering core + vizier), but I think you'll see more 2h wizards out there.

I think his point was that it would be appreciated by the players if Blizz didn't always have to keep everything in their bag until full study/testing on unrelated patch content has been completed. Similar to when they refused to fix the individual identification for a great deal of time, just waiting for the rest of the patch to be complete.
Either way, I care not. Think how much this game has changed. It's been almost 2 1/2 years and the game is STILL changing and will likely continue this sort of molding for quite some time yet, at least for a while after the next xpac. I'm not sure if any non-sub game has ever been so pliable and ever-changing. So ....I thank them for that. I thank them for not forsaking the disaster they created years ago. Pretty cool game company that demonstrated they aren't perfect and they too can make mistakes.

I haven't played PTR, nor have I payed great attention to the goings-on. Would it be suffice to say that there's some serious issues with the difficulty scaling of gRifts?
I actually wouldn't be surprised if the patch comes out just 1-2 weeks after the next PTR patch. Reason I say this is because Diablo 3 isn't that competitive. The balance isn't as important as everyone makes it out to be. The balance has been pretty bad for the last 2 years, so I don't think it will be a huge deal if it isn't perfect at launch of the patch. I think after this next PTR patch, they will focus on bugs and release.
