Is it necessary to run the game at 150 fps as the preset implies ? Why more than 60 fps? This reminds me of the early SC2 days where they didnt limit it to 60 and that caused some GPUs to overheat...
Most monitors are 60hz, so you won't see any additional frames beyond 60 FPS even if your computer can render them. I really don't know why Blizzard set the FPS limiter so high. Even the fastest monitors on the market only support 120hz.
With vsync disabled, you can see "torn" frames as it starts drawing the next one before it finished the first. But this is very wasteful; your computer will run hotter, use more power, and the fans may spin faster.
If you use Vsync (or, with NVIDIA's 3xx drivers, Adaptive Vsync), you'll never get higher than your refresh rate anyway so you may as well disable the FPS limiter entirely.

I had extensive screen tear in the Beta when i disabled vsync. So if I understand you correctly, i should set max fps to 59 and turn vsync on? Why not set FPSmax to 200?

You want the fps max to be 1 less than your monitor's refresh rate.
Why do you want the max FPS to be 1 less than your refresh rate?
I always play with vSync on my 60hz monitor so I'm interested in the proper settings
