I have a ring with +23 maximum damage but no minimum. Does that theoretically mean the minimum damage is 0? If so, is that stat valueless, or is it to read as 0-23, and therefore +11.5 average?
+dmg adds to whatever your weapon dmg range is. +x min and +y max dmg are generally bad compared to things with +x-y dmg, but it's still better than nothing. Each of the 3 count as separate affix but afaict the range for x and y are the same for all 3 forms of +dmg so +x-y dmg is like getting 2 affixes for the prices of 1.

I've actually heard that different weapons use different calculations. This is what I was referring to, which is how the hellion crossbow is calculated. I do not know which others use the same calculation:
Rolled Min Damage = Some number in the 413 to 421 range
Min Wep Damage = (Rolled Min Damage + Bonus Min Damage) * Dmg Modifier
Max Wep Damage = (Rolled Min Damage + Bonus Min Damage + Bonus Max Damage + 1) * Dmg Modifier

also you can see that + dmg is a very good stat and very undervalued.
