Sadly, Rimeheart still won't work out too well since the 10% proc is still after the proc coefficient of whatever ability you're using; in other words, even on a mob that's staying permanently frozen somehow despite the CC resistance, you'd still see an abysmal proc rate for most abilities.
It's a pity, since it's such a neat weapon that should lend itself to being built around the proc, and yet doesn't because of how terrible the proc rate is.

As for Jekangboard, I, personally, have not really become convinced of it being genuinely that strong. Yeah, it's super duper OP when you have a horde pack all crammed up in your face, but over half the time, let's face it: your blessed shield only HAS about 4 targets to hit in immediate range Most elite packs are 1-4 mobs or so, and if they're a ranged pack of any sort, they're probably not grouped up enough for the shield to bounce between all of them, so you only occasionally get used out of the extra shields from Jekang bouncing around.
Frankly, a very strong block shield that has some other powerful proc - such as, say Defender of Westmarch, or Coven's or Stormshield for tankyness - just feels much stronger to me.

Utilizing the Awakening proc will also depend greatly upon your spec, i.e. a blessed shield spammer is not going to get nearly as much use out of it as a build based fully around, say, Akarat's Champion /w Rally.

The drop rates on legendary items are already so low that the fact that they have individually lower droprates hardly matters to me. When they drop, they'll drop. Might not be for a while, but whatever. Diablo is not a game where you're meant to have everything you want right away. Some people searched and farmed for literally YEARS before getting the super-rare item they wanted in D2, after all.

That is the game. Giving legendaries some kind of assured drop chance would change it into something else... some totally different game. Something that is not what Diablo ought to be.

People should also understand that many of those people, especially the big streamers, with full set bonuses farm with lots of friends to feed them items.

That said, you acquire them pretty quickly with regular play. For myself for example, playing probably 5/7 days out of the week (more than most I'd certainly wager), over the past three weeks since making my first foray into RoS Hardcore, I've gotten almost every single level 70 plan there is. Only missing Griswold's, Fleeting Strap, Umbral Oath and Utar's Roar. I've primarily found them in rifts (Torment 1 and up) but definitely gotten a couple while doing bounties.
