    Sadly, Rimeheart still won't work out too well since the 10% proc is still after the proc coefficient of whatever ability you're using; in other words, even on a mob that's staying permanently frozen somehow despite the CC resistance, you'd still see an abysmal proc rate for most abilities. :(


    It's a pity, since it's such a neat weapon that should lend itself to being built around the proc, and yet doesn't because of how terrible the proc rate is.

    It can bounce multiple times between 2 targets. 9 Blessed Shield impacts spread over 2 targets (bonus points if its Combust and in range of AoE) does massive damage. Of course, genuine "single" target its awful :) But you don't need 9 targets to get the max number of bounces out :)
    Are you absolutely positive about this? Because so often I've seen it bounce just a twice or so and then immediately return to me when there aren't enough targets in range.

    Frankly, a very strong block shield that has some other powerful proc - such as, say Defender of Westmarch, or Coven's or Stormshield for tankyness - just feels much stronger to me.

    Reroll the base damage. That thing rolled just about as low damage as it could possibly go. Rolling to 10% damage won't do anything for you because it's lightning damage, not black damage.

    Moving faster only really matters if it's enabling to clear faster. If you're able to move more quickly from pack to pack, it doesn't really matter if you're not able to kill things faster to keep up with the increased pace.

    Utilizing the Awakening proc will also depend greatly upon your spec, i.e. a blessed shield spammer is not going to get nearly as much use out of it as a build based fully around, say, Akarat's Champion /w Rally.

    When they drop they'll drop. I just got my first Shard of Hate the other day, but a guy in my clan has seen 4 Thunderfury drops. I got a Witching Hour literally my first rift after 70, and just the other day got an Armor of the Kind Regeant, and my buddy got a Tasker and Theo out of a Loose Stone.

    The drop rates on legendary items are already so low that the fact that they have individually lower droprates hardly matters to me. When they drop, they'll drop. Might not be for a while, but whatever. Diablo is not a game where you're meant to have everything you want right away. Some people searched and farmed for literally YEARS before getting the super-rare item they wanted in D2, after all.

    Use the 1h, with another 1h, and now you have two gems. Unless you're rolling with Krider Shot or double-socket Manticore, the 1-hander will almost always win out unfortunately. Rerolling the Nat's to black damage or the %damage to attack speed would also make it better still, at that.

    I feel you. A couple weeks ago, somebody linked a youtube video from Diablo 2 of somebody taking a camcorder to their PC screen to show off an item that they had searched for literally two YEARS for. That's what kind of game Diablo and others like it are.

    That is the game. Giving legendaries some kind of assured drop chance would change it into something else... some totally different game. Something that is not what Diablo ought to be.

    RNG is RNG, not to mention saying how many hours one plays doesn't really mean anything. It's all about efficiency. You could play 22 hours a day, but if those 22 hours are spent farming in a way that you could play for 2 hours with the same efficiency, then it doesn't particularly mean anything.

    People should also understand that many of those people, especially the big streamers, with full set bonuses farm with lots of friends to feed them items.

    Anywhere. All plans are found everywhere. They are drops like any other item. Good luck.

    That said, you acquire them pretty quickly with regular play. For myself for example, playing probably 5/7 days out of the week (more than most I'd certainly wager), over the past three weeks since making my first foray into RoS Hardcore, I've gotten almost every single level 70 plan there is. Only missing Griswold's, Fleeting Strap, Umbral Oath and Utar's Roar. I've primarily found them in rifts (Torment 1 and up) but definitely gotten a couple while doing bounties.

    I've only really gotten that kind of lag when on the infamous Act 3 bridge, or when a WD has managed to pull 800 mobs simulataneously with plague swarm, which is always hilarious. If anything, I find the 'you are literally doing an incalculable amount of damage and the game is having trouble processing it' to be enjoyable lag. I'm not normal, though.
