No offense, guys, but that's one of the dumbest ideas I've ever heard.
Let's pretend for a moment that the scheme does work, and that Blizzard decides to rush Diablo III in response to the player anticipation. Unfortunately, the game isn't quite ready for release and ends up more bug-ridden than World of Warcraft after a content patch. Or the gameplay just isn't up to par. Or the graphics could use more work. It all depends on how much they rush it, but in short: The game sucks.
Is it worth it? Would you rather they release a game that beats Diablo II into the ground? If so, that'd imply not releasing it earlier than planned due to a petition. Which kind of makes this whole thing an ironic farce, since I have no doubt everyone here wants the best game ever.
Even if you all do manage to gather a symbolic 10,000 signatures, Blizzard will probably think the exact same way and release it when they damned well feel like it. That way, they'll most likely please 3+ million buyers as opposed to 10,000 petitioners. You've been doing Mephisto/Baal/Whatever runs for 5 or 6 years now, surely one more won't hurt you.
But it's not like anything I've said hasn't been pointed out on digg already. And please, please, don't bother repeating the "This petition is in good fun" bit. Any petition conveys an agenda, and this one is miserably doomed to fail.
Diablo 3 will come out in its own time whether you like it or not.
Damn guys. I really don't want to give you all a hard time, but online petitions are not anywhere near as effective as hard copies signed in ink.

8.000 people? yeah, it looks great, but it's less than 1/10 of 1 percent of what Blizzard will expect of a fanbase for D3. So yeah, it probably won't work (never say never) but it's fun
PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.
