This sums up my exact post on the actual petition.
I'm glad I'm not the only one that feels this way. I know the style is still being developed, but I'd honestly love it playing it as is. Congrats on being noticed... but it's pebbles in a stream.

Rerolling means making a new character. Respeccing means keeping the same character but changing the skills within the trees.
Diablo 2 had a unique way of using skills - unique meaning once you spend your skill points, you cannot reallocate them. Other blizzard games such as World of Warcraft employ a system that allows you to spend a sum of money to "respec" your character's skill points.
The cure for Diablo's way of using skill points was the ease in level characters. This allowed you to reroll characters as a means to fix your previous mistakes on your other characters.
I hope this clears up any confusion.

And if you've noticed, WCIII has the platform where that would be possible. Diablo III is obviously not an RTS, and should not mirror one. If battle.net offered a separate portal for modded D3 games... I think that would take a lot away from the game's community.
Maybe some people would find i awesome, but it would be a necessity to keep it separate from those joining games to progress their characters.
Also, the characters used to join these player-created games would have to be separate characters in general. This is why WCIII was able to do this - all heros started at level 1 (or whatever stated level the modded game had), etc etc etc. Imagine just joining some player-modded games, tricking out your character, then heading back to normal gameplay.
There's a pretty big problem there.

I would at least like the ability to respec at some point, just due to those who like to keep their first characters, and actually have them be correctly created.

I think this is the only part of your argument that I disagree with. I think that it is only natural that certain skills would be needed before attaining new ones. This ensures that the player does not overlook anything on the lower tier, and master them.
I think the crux of my argument, however, is that it seems natural to start with basics skills as a new character due to the natural course of development.
However... I think it would be interesting to level up skills independently from each other, beyond the use of skill points. It seems realistic, to me, that the more you use a skill, the better you would become at it. Gained accuracy... hits... etc, etc. Perhaps this is treading too much on WoW ground, due to the necessity to increase your weapon skill.... but this isn't exactly weapon-wielding I'm talking about. I'm thinking that with increased mastey of these skills would actually develop how the skill looks and is executed.
And it would be even more key, I think, that if you were to make all of these skills available from the get-go. Not only would this bring a whole new depth of character development, but it would free people from needing prerequisites.
Perhaps there is a compromise that can be reached.
