This might be a stupid idea, but thinking about the Sanctuary and that our rules dont apply in the world of Diablo 3 (monks with beard and russian accents, moon gravity, unicorns.. etc.) this might be something for the next addon installment.
I beg you to open your mind for this and stop believe in most of our common rules about this type of character.
I believe that D3 expansion will have a "Pirate" class.
And before you leave a comment, please read on.
We say Yes to:
Pirateswords, knives, blades (we already have them in D3).
Wirts leg (might come in handy here).
Chewing tobacco and Rum.
Classic pirate outfit, almost like our Scoundrel.
Summon ghostly pirates or Parrots with the ability to talk enemies to death (?!).
Watermagic, like a fast wave with angry mermaids (like zombie charge) etc..
.. add more here!
I could see a pirate as a class if it were twisted to the diabloverse--like, some kind of Demon Hunter-ish corrupted pirate. MAYBE. Probably not.
But what you're describing sounds like a bright fantasy class rather than a dark gothic class. So that's a big "hell no" right here.
If I had to take a stab at what an expansion class might be, I'd probably say some kind of hybrid melee class. Like a death knight/paladin/ranger, someone who has a mix of a melee role and something else (caster, healer, conventional ranged). Probably the only main archetype that's missing at the moment.
One could argue the Monk is kind of a melee hybrid, but he seems more like a melee variant to me, doing all melee things in a different way.
Edit: Also, why does everyone hate on guns? I have no problem with old-timey guns used in this kind of setting, especially because it totally makes sense for any universe where the laws of physics are relatively similar. Flintlock guns can be totally gritty and gothic.

If slaying demons with higher efficiency is the case, and since not everyone knows magic, or is a high level magic-user, then why not have guns? Even flintlock guns as stated above. Grenades already exist in Sanctuary and Larzuk had an idea for "guns".
I know this is a gothic fantasy setting, but c'mon, we're not talking about modern assault rifles, we're talking about primitive guns.

It's a fantasy game set in a Gothic/medieval time/world. What kind of gun do you REALLY think would fit into this genre and work? Any gun I think of seems absolutely ridiculous and misplaced. The BEST gun I could think of would be an old revolver like Van Helsing would wield, but again it doesn't fit in a world where everyone is wielding huge axes/maces/swords/fist weapons/magic. Everyone is entitled to their own opinions, however. You can like guns if you want, I just don't personally think that they fit.

Now I think we all hate the OP's version of the pirate, and maybe even pirate itself as a Diablo class, but not only do pirates (and firearms) totally work in the Diabloverse, they are explicitly stated to exist. At least pirates are. With the relative technology level, I don't think it's crazy to think those pirates have cannons. If there are cannons, their could be guns.

We're talking about barbarians, amazons, assassins wielding bows, swords, shields, giant axes, daggers. Giant heroes smashing things with their brute force to save the end of days. Just because something shows up in fantasy all the time does not mean that it belongs in this particular universe.
And also, I thought that the gunblade in FFIX was absolutely horrid. Being a Final Fantasy fan does not entail that I support some of their ideas or game designs across all games (or even in some of the FF games for that matter).

You can argue that they would want to keep the world intact so it still exist for pirating, but I don't know, sounds too strange to me.

This is the only pirate I'd get behind but not in this game...

Druid/Assassin elements were in Diablo II, hoping something similar is found in D3 but they might have covered their tracks better.
