I just saw it also. Alas I didn't see D3 Beta. But with the balance added, it feels that they are closer to D3. But right now, the only stuff in my balance will be what I get from the RMAH free listings.

I'm not sure people should be reading so much into this. Obviously this had to happen before D3 can be released, but its really meant to be a general battle.net payment system that just happens to hook into the D3 RMAH. The RMAH is currently so buggy (can't sort items at all, many search filters don't work, people reporting items and payments just disappearing, all sorts of error messages when you try to do things that seem like they should work, but don't for some reason--with no description about what the problem actually is--etc). I really don't think implementing BattleNet Balance was holding anything back in regards to D3.
Will you be able to withdraw funds from B.net account back into your PayPal account? So you could like...sell an axe in the D3 RMAH and use the money to buy candy irl?

you can send the money from your axe to your paypal and buy candy yes. However if you send it to your b.net balance first im not 100% sure at that point, havnt had time to look at it yet, busy with others thingggss =p

Once this has been completed, proceeds from the sale of items in the currency-based auction house can be deposited into their third-party payment service account. "Cashing out" would then be handled through the third-party payment service. Note that this process will be subject to applicable fees charged by Blizzard and the third-party payment service. Also, any proceeds from the sale of items in the currency-based auction house that have been deposited into the Battle.net account will not be transferrable to the third-party payment service account. Not all regions will support this advanced feature at launch. BattleNet Balance can't be cached out directly. When you sell an item on the RMAH you have the option to put the proceeds into your Bnet account or to get the money in PayPal (to buy candy or whatever).
This has always seemed like a silly restriction to me since you can just use your Bnet dollars to buy some gold and then turn right around and sell that gold again and take the profits in your PayPal account. You'll lose the AH cut two times this way, but its better than nothing (and probably means that you're better off sticking with the the gold AH for most of your business and then just selling a pile of gold on the RMAH when you want to cash out or get some Bnet bucks to pay your WoW subscription or whatever).
