I don't remember ever seeing a single word about it, even when the whining was at its peak and there were topics full of people politely saying how it was bad, they never talked, in fact, they deleted topics about it.
With only one month to go, it is highly unlikely any system will be majorly changed at this point. The new Skill UI is actually not bad for getting started and advanced users can manipulate it with Elective Mode. It takes some getting used to and I do miss having all the abilities to choose from at my fingertips, but I can live without them.
Blizz has also done a lot of work to make the website skill calculator match what we have in game, this pretty much seals that this is the expected layout for the game. Maybe down the line in a patch it might change, but not before release.
Yes they will, to be fair its only the skill UI that sucks.
And the fact blacksmith doesn't repair items but a random merchant does....
That was changed intentionally, used to be the other way around. I think they may have done that so any merchant can repair so if you find one randomly out in the field, say (who knows if you can) then you can repair on the spot. I admit it does seem a little odd they didn't let the blacksmith keep the ability as well.
They've been suspiciously quiet about Bnet, Chat, and the Skills UI. I predict iterations will come...
I was thinking about the skills UI and hotbar earlier today, and something strikes me odd about them, regardless of the old skills UI or the new one, it was always kind of strange (to me) how they mapped the skill-choice pane to the actual hotbar. I think the new UI actually does a better job of indicating which hotbar slot corresponds to which skill-pane slot, and if they removed the arbitrary tabs/categories of skills, it could be quite a bit better!
Pretty sure bashiok confirmed it a whiles back, when someone asked about the UI and he said there were no more changes being made to the game, what you see now in the beta is what we are going with for release, but chanegs may occur in future.
It might have been about the battle.net hcat UI now that I think more about it.

I like the UI. I even like how they have the primary, secondary, defensive, etc skill sets. Even though i will be using elective mode i still think that it is nice because there are people out there who will be new to diablo that this will be helpful for. Of course they will release the game with the current UI

For me it looks like they want console players to be able to play and compete with pc players. This skill UI does not let you play when you open it and it will allow easy change of skills with controller. So no edge to whatever platform. If they make it more easy for one platform ppl on other would loose in pvp for example. Same goes to monsters range that mobs can hit you even if you go out of their range. Here pc players will still be able to hit console player who can use WSAD (on a pad) to quickly move out of range (avoid) of a range attacks.
It's all speculation obviously.

Well, it's unlocked after you get the crown, not at a level, to be a nitpick.
Personally I feel that while the skill UI could use improving, it's not as bad as some people make it out to be, especially since we can drag and drop now.
It is quite easy to assume that the majority of the playerbase dislikes the skill UI, but that is incorrect. This fansite and the official forums and any other fansite really only makes up for a small portion of the playerbase and the diablo community. There are heaps of people worldwide who like the UI or don't really have any grievance with it.
I personally like the skill UI and can see myself being able to use it just as easy, if not easier, then the previous one.

I know a lot of ppl dislike the UI just like it is right now, but what I dont know is if Blizzard has plans to change it before the game is released.

The UI did nothing to hurt you. Leave it alone and go play.
I know they wanted to give people a reason to visit the vendors, but I was hoping they'd come up with a more elegant way to do so.
