The Butcher was, for sure, the first boss. He always made me crap my pants well I ran screaming in terror.
Oh, and I hope the Butcher makes a comeback. He was awesome.

That's a good question. Unfortunately, we don't have a lot to go on.
It's very unclear how resurrection actually works beyond the fact that dead people rise again. There seems to be a limit, i.e. if you wait to long, the human soul passes on and out of reach. How long this time is we don't know, and perhaps it no longer applies if you've been resurrected once already. Leoric was also under heavy influence of Diablo, and as we know, humans who deal with Hell are inexorably drawn there. It's entirely possible that Leoric became tied to Hell's powers during the events of D1.
As for the reasoning... well for one thing he's a much better character to return from D1 than any other (except for Lachdanan perhaps) because you can actually use him in a story. The Butcher is just a big demon, and that's that. You can't do anything interesting with him except "Kill the demon!"
Leoric however allows for some plot development. That's why I think he was brought back.
PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.

Yeah, it would explain why Cain would go back down the monastery to find some sort of mystery to make sense of all this(like he always does), and perhaps Leoric was summoned/respawned again to stop him.
I also just read the wiki(http://diablo.wikia.com/wiki/King_Leoric) which was really informative. Like you said, Leroic was under the influence, but was able to fight off Diablo possession and went crazy instead. I'm guessing D3 will tell us a little bit more controversial story behind it :o.
I hope they have a good reason to bring back leoric. Lachdanon and the butcher should not return.

The thing that I don't like about fantasy fiction in general is that you can always make a cheesy explanation to bring dead characters back to life. I don't mean Diablo necessarily, I'm sure you guys are all into D&D fiction and read/bored plenty of characters dying and coming back or not dying but giving the read the impression of a fake death and coming back. I hate it. It makes death look pointless. As for Leoric... I don't think he had any sort of charisma or influence on me in D1, although he was related to plot, he was just a skeleton king and I don't understand why would you bring a very generic monster back to life. I know that there'll be thing going around Tristram but it looks preetty boring to me. Looks like they are putting him back to excite D1 players but a very poor idea imo.

The reason for this is the lore for these guys and they refuse to stay dead. This is why I make use of one point in Corpse Explosion when playing as any Necromancer.

I seriously think they brought him back for no other reason other than to have an interesting boss fight. I was generally disappointed that he appears in D3. Not cause I'm some sort of Diablo purist by any means, but merely because I wish sometimes that when you kill a thing it really can just stay dead.
I suppose to be fair, you do kill Leoric before saving his son. So perhaps Leoric's soul was still in a state of torture over Albrecht. And it's not like it's too hard find a way to resurrect the dead yet again. They just better not bring back Lachdanan. Like, he was saved. And we should leave it at that. But I guess it's arguable whether Leoric's soul was ever saved or not.
I guess I can think of just one other reason for him coming back. And perhaps the more I'm thinking about it now, the more I can see why Blizzard would bring him back. Leoric really was a main part of the story in the first game. Diablo's attempted possession of him left him mad and he went apeshit all over his cities and killed a lot of people. A lot of the plot in the first Diablo game feels more personal because of this incident as well as Lazarus' relationship to Leoric. But by the time you encounter Leoric it's only on level 3 of the dungeon and his death is fairly anti-climatic considering how important he is to the story. It seems like there should've been a lot more to fighting him and much more to his death. So perhaps the developers felt that he deserved more and now he'll get it in Diablo 3 and since Tristram will be in the game anyway....
what i read about the new Leoric quest from the Blizzcon demo, the Triune Cult gathered his bones and summoned his spirit to the chambers from the beyond. The only part missing to bring him back was his crown that the cultists were bringing back by the time the "new" hero appeared to the lair. The crown was a random drop from cultists in there. after you get it you use it to bring him back and re-kill him (for good?).
bit cheesy but that's how i got it from the demo reviews at least.
The ways in which he could be resurrected again don't seem that silly to me considering the kind of magic universe the game takes place in. I only hope the motives behind bringing back such characters are well founded.

after he became undead he did raise skeletal minions, i havent read it anywhere but i remember him doing so in the game. meaning he did get necromantic powers.
lore wise he was just insane because of the loss of Albrecht and the effort Diablo made to posess him.

the Triune Cult works for the Prime Evils that need chaos to win Sanctuary over through fear (mostly). I'm convinced that could work!
