Ghoul King's Blade has a beautiful string in that it tells you everything you want to know, and the pennant basically tells you nothing. It's a P5 string (once added to your Collection/Wardrobe) and those are basically patch strings and "new." All of the cosmetic wings are also P5, if I recall correctly. After they've been added to your Collection/Wardrobe, of course. Prior to that, they just have a regular cos_yadda_yadda string.
The fact is that Blizzard did a good job to keep the pennant hidden from dataminers. Even deep in the other strings, you can't find much of a link to anything of substance. And even if there was an identifying factor, we're not sure what type of RNG we're working with. Is it a rare Fallen Shaman who drops it (Graw)? Do we need to complete some prerequisites before it's even able to drop?
Right now people have pretty much gone through every string imaginable to try to gain insight into the pennant's location and nothing has come of it other than pure speculation. You have to remember, dataminers only have access to local files (client-side files) which is very limited. These cosmetics were added as a hunt game, so it's no wonder Blizzard took some precautions with the rarer ones. But I mean, even the Samhain pennant (S6's pennant everyone gets after completing Journey's 1-4) has a string of cos_pennant_p4_Holloween. Halloween? Well look at it and rotate it around. It's basically a scarecrow that's dressed as a Reaper.
Anyways I have a lengthy translation of the pennant I wrote elsewhere and do not want to make this post any longer than it already is. I will post it below, though, for anyone interested. And I think it'd be wise to start looking in unexpected locations but to also take note of the environment. Subtle things like previously static items, debris, doors, etc. can easily be made to actually DO something. Chances are things are being constantly overlooked because people are expecting a "Wow" factor. It may in fact be very subtle.
It's not really that Blizzard kept the pennant from dataminers. I believe you have a misunderstanding as to how datamining actually works. Or, perhaps, you are unsure of what it is/is not capable of. All dataminers can do for a game that stores most pertinent information server-side is actually datamine models, client-side text, textures; things of that nature. Blizzard sets spawn rates, physical locations, and actual appearance via a database that their Diablo servers interface with. When you are logged in and playing you are constantly receiving packets to your client which then translates this information from Blizzard's server.
The console version of the game works differently. While it's still capable of online play, Blizzard opted to store everything on the console itself for those users who like to play offline. The problem is, it's more difficult to datamine a console game. It involves extensive memory dumps which are massive in size. They would also likely be encrypted with some sort of bit-rotation or a proprietary key that you would have to crack.

Let's assume that Fallen Pennant shares some likeness with Ghoul King's Blade, in that it's flavor text is cryptic to the point of being misleading. Let's also consider that Ghoul King's Blade was found pretty much by mistake (which is probably how pennant will be found). Has anyone looked at Ghoul King's Blade since it was found and compared its uncovered "location string" (i.e. a3dun_Keep_Barrel_B_Breakable_Cosmetic_01: Mysterious Barrel) with it's actual location? Did you discover any inconsistencies? if so, what were they? and what could this mean for the remaining cosmetics?
In other words, given that numerous bugs have already been identified with 2.4.1 cosmetics, does datamined information still hold any significant value at this point?
If the answer is no, shouldn't we be searching in the most unexpected areas possible (as bugs cause unexpected results)?

I got to test this and you're right, the gear requirements aren't that high, I must've catched a wrong toughness number from the vid. (edit: I didn't, but you don't need 90m toughness for gr80.)
I see no harm for you in trying, at least you'll get the joy of playing something very unconventional. That joy may be short-lived though because it honestly isn't much fun to play. The playstyle reminds me of the super early vanilla era, when you could beat the entire game with a DH @ 8k hp (eg getting one-shot by literally everything).
If you care about paragon and gem lvls(why?), this should be the fastest solo(!) route. However note that beyond that you'll never level these gems again with your regular chars, might influence the motivation to play them.
About leaderboards: I don't care about them, but given that the 4p players have reached 120 it doesn't matter if any solo class can bug its way to lvl 100. Paragon and gem lvls from the legitimate multiplayer "cheese" are still higher.

I play till my wife doesn't want to anymore. We got up to paragon 150 or so and she wasn't feeling it anymore. Last season she got the bonus tab with like 2 days to spare, I'm hoping we get that part done a lot sooner this time.
We also switch up classes and that helps, going from class to class and trying different builds helps to keep the game fresher longer.

easiest way to get specific class sets is to play with as many other people of that class in your game and gear share ^^

I can tell you this, no matter who's doing it, no matter whether ot not it's possible, practical, feasible, financially responsible to correct this issue, if it doesn't improve, and I mean markedly, there going to be a lot of income lost down the road as people will walk away.
Not a threat, not a bash, nothing more than an observation on the reality of it all. It needs to stop or people, with their limited attention span will simply look elsewhere.

So, I have all this extra DH gear, like half a tab of stuff I'd look at and go, "that's interesting,maybe later". Well, it's later. I leveled a second DH honestly to alleviate some of the clutter, and try out the other gear that's been fermenting in the cellar as it were.
And it IS a blast. I cobbled together a Shadow set with a partial Nat's set (not a fan of RoV), used my crappier RoRG and a 2 piece Aug's and a weapon that adds a rune to Strafe, and I'm off n running/dodging, ducking again. It's NOT T-6 viable, but it IS fun.
I think people really need to realize, IF you want to get to the top in an artificially created environment your options are going to be relatively restricted just like the environment.
IF you can let go of the "have to be on T6 or I'm not relevant" mentality, you CAN have fun with some of the other stuff out there.
And yes, I DO get that T6 is fun, the drops are more frequent AND the gold is AWESOME. So get yourself "something" T6 viable, and then go play with the rest of the toy box. There's some fun in there, just look for it.

I came across this and decided to start up a HC WD just to give it a look over and try a defensive play style. So far it's been a lot of fun but I haven't been able to devote a lot of time to it yet. Also fun to start off with literally what's on your back and go!. Definately some different gear / skill decisions being made. ALSO, picked up one of the mouses mentioned above and it's quite good for the cost.Don't really use the thumb buttons, excpet aaccidentally, makes for an interesting "oops" occasionally.
As for the "Are you for real" comment, your upbringing seemsa tad lacking socially. Everyone plays this game the way THEY want, that's part of the charm. Try and at least acknowledge someone else's point of view. It'll be a quite beneficial skill in life.

If you're going sentrys try to gamble a bombadiers. Conversely because of shard cost, keep an eye out for a strong two handed cross bow, damage trumps speed, at least until 2.1 fully drops, then it's back to calculating, but for now, strong 2hander.
The holy grail is mostly Marauders set, so keep an eye out for those, or you can try gambling them as well. Off piece AFTER a ring drops FOR the marauders 5 piece/rorg can be Taskers and Theo OR Magefists, OR you can go the Cindercoat chest. This is mostly a personal thing, and there is pages of debate on it. Me, it depends on what drops in your lap first, debate later.
You have done a great job on the crafting BTW.
Also, the ruby in the helm is for quicker paragon I assume? Consider a diamond to lessen cool down time on sentry placement as your sentries get stronger. You'll be able to run higher levels easier and the paragon will speed up.
On the neck, I use a Haunt of Vaxo(?) and generator bolas/thunderball to proc stuns. I know it's not the common build but I like it.

The cloak, unless you are truly in love with it, I'd concentrate more on a new one. However three sockets would boost dex considerably.
Belt and off hand have Fan of knives bonuses and you aren't using it, recommend rerolling those into something useful, there again, the offhand could be upgraded. Same with shoulders and Rain of Vengeance.(good opportunity to roll crit chance maybe?)
You have two +phys and one +fire, definately concentrate on those skills for the moment, you may want to decide on one down the road.
I'd say right outta the box, try to optimize what you have WITHOUT spend a lot on resources at the enchanter. Most of your stuff yuo WILL replace.
That said, concentrate on crit chance and then crit damage, Crit chance will probably be your quickest way to increase damage.1% crit chance increase is going to give you roughly 3900 damage, and 100 dex will give you 6000 damage. I'd try to get your dex into the 8k range minimally, and it will happen, don't kill yourself getting there.Crit damage will only net you a littlle over 500 per 1% because your crit chance is so low at the moment.
Biggest thing is get some seat time, try a few rerolls on your gear without breaking your bank, and keep inmind that most of it will get replaced, so don't fall in love with it. The Marauders shoulders and Nats boots are pretty good pieces.The bow with a good emerald will last you a while.
