It seems as though the developers made the drop rate more of a priority than they did the quality of what was dropping. There is no Auction House, no trading - why not make them over powered? Why not at least make regular legendary items (with no special power) have eight affixes instead of six? Why didn't 2-handers see a buff in the EXPANSION to the first game where they were clearly broken?
My money is that the developers are obsessed with balance. Meetings, discussions, play testing, more meetings, more discussions, more testing.....to trickle out a few items and proudly display them to the group.
This is how I feel the developers are in DANGER of losing touch. They hide behind pen and paper instead of a game that is so much more than that. And yes to the argument, "well if they don't balance it you will have the community complain that its over powered." True - that could happen. But which is more likely, people who complain that only one class, one item makes them overpowered - or that there are many overpowered options to choose from in all classes?
If the developers want to balance every single item, every single skill, every single class - they are going to piss off a lot of people that are waiting for them to get out of their meetings...

Also, and I openly admit i've skipped ALOT of the preceding 2 pages, it seems like there's a faction that's essentially saying more choices is bad? I mean, one of those choices is don't use the dang things.
I sincerely hope they do add some interesting things that CHANGE the mechanics of some stuff. I liek that they get stronger as you go, I also hope with everything in me, they don't get stronger just sitting in your stash. Also hope the improvement is steady and predictable, otherwise when you level up that gem that was doing great things for you is now unrecognizable and doesn't fit your build anymore ( highly unlikely BUT...).
Also, have they come out and said that they aren't adding a slot for the socket? I mean, probably won't but maybe they will, and all that choice/decision/sacrifice/hand wringing will be wasted....
Wouldn't it be cool if all the jewelry out there gained a socket and lost nothing.( cept what about all the stuff already WITH a socket).
What if Legendary Gems didn't require a socket at all, they just simply are added to the jewelry? You know, a little pixelated glue here and done).
My biggest thing is it's all a big WHAT IF at this point. Why so worked up over essentially pixelated nothingness right now?
Fear of the unknown? Fear of change? Both very viable forces in humanity.Both quite negative and stressful I might add.
Relax, it'll all work out, it'll all become clear, and if it stinks it all up, they can patch it. It's a game. Have fun.

But also realize sometimes that last three points on CHD ISN'T that important, 97% is pretty good.
I guess the ugly word in the room is BUDGET. I will walk up to the enchanter, look at the piece, yeah it's better than what I have, but it's NOT the FINAL piece." I'm gona roll for it 5 times". If it doesn't happen, I walk away. At the very least, I put it away and try again later, and SOMETIMES I get better before I get to reroll later anyway.
People, be responsible with your imaginary pixel type currency/materials...:P

Sad commentary ON the issue is, it's easier NOT to use it. I know that doesn't fix it but it speaks to the problem, and the lack of hope that the problem will be corrected, and even further, the options volunteered here ( always appreciated) speak as well to the complexity of trying to please everyone and cover all possible wants/needs while addressing the ever present "trolls" which are usually only an issue in the aforementioned "public" games.
While it doesn't fix the system, if you don't use it, it doesn't much matter, and many have done simply that, it's just easier.
