If you read the entire post correctly, I doubt it affects solo play much. I mean in all honesty, which solo build rely's on self healing skills?
The meta wont change much while 50% of the sets in the game are total garbage at the same time LoN being nothing but a thing to house..4 gr builds maybe. 4! Out of a game that you can make dozens per character skill combinations that make sense. All of those should work in a sense but...here we are.
The nerf to some damage buffs can easily be reworked/coded to affect groups and not solo in the nerf, such as "for each player this buff affects, its impact is lowered by 50%". This means that for a 2 player group, the buff provides 50%, 3 player is 25% and 4 player would be 12.5% while still allowing a 100% buff increase for solo. I am not sure they will do this from the start, so we may have to go a single season without that coding, but I expect it by season 8.

The fact of the matter is that:
If you cannot play the game to YOUR LIKING, and are constantly comparing what YOU do to others, YOU are never going to enjoy this game because OTHERS are always going to do something more innovative and BETTER.
If you really want to enjoy the game, as other posters have said, find what YOU PERSONALLY LIKE, and just do it, stop concerning yourself with other people, it is just a retarded concept tbh.

I do not think they are the best personally, but it is effective. The nice thing is that the cube is not a cookie cutter object, there really is no "BEST" way to use it, because the best depends on your current gear and rolls. Sometimes it is more effective to throw the RoRG on it if you have a very well rolled unity and coe, or maybe it is best to use Zodiac (though it is overrated quite a bit now that overall RG damage has been lowered substantially.)
As of now, there is countless variations on the cube that actually make a huge impact. Even something like Scourge or Ashbringer on your weapon show insane overall results through the Rift, as you need to remember, RG's health has been drastically lowered, and the progress has been changed so that it takes almost 90% longer to get to the RG's. Clearing density has become as much if not more important than killing the RG itself, opening the window for many new items to be at the top level of effectiveness.

I will not admit the game sucks, because it is not the truth. I will admit that once I get this sense of staleness in the game, usually around paragon 300 in the current meta, I tend to venture toward other games, and I am perfectly fine with that. Getting to paragon 300 and trying several classes usually means I get several legendary gems and 2-3 classes up to 70, playing around 55-70 hours, which really is a lot in a 3-4 month period for a busy individual.
I will also admit there is flaws, one of which is in fact phishing for pylons. But the thing is, the crew is working on a several step process to make pylons non essential in rift clearing, and as more of a fun or unique aspect of the game as they were intended to be. Rather than just up-heave the entire system however, they are doing it very wisely in several incremental steps.
That being said, 2.3 offers Kanai's cube, which sure, like everything else, D1 and D2 included is going to have a "cookie cutter" mentality that offers the "best" use of the resource. However, if you simply play for "cookie cutter" instead of "fun" you are always going to find yourself having your stale and otherwise uneventful approach toward D3, leading to you not liking the game for what it should be, and instead putting so much weight on some of the smallest aspects of the game. Like I said, do not get caught up in comparing Barb to Monk, or Barb to DH. Instead, compare several barbs and what they do to get the highest in solo play, and what they do to offer different mechanics to group play.
In 2.3 there is 4-5 worthy builds that get you right around GR60, which is exactly 3-4 more then were present in 2.2. This means that the Dev Crew understands they need to add build diversity and balance to each class. This has me extremely excited to play 2,3 and also likely means that my burnout period is going to last far longer than the typical para 300 or so in season, which I simply cannot wait for.

You need to compare barbs to barbs, dh to dh, etc......
There is never going to be perfect balance, ever.
I would suggest not concerning yourself with top of leader-board, or top 100, but instead just make the leader-board, then have fun. This is a game, games are played to have FUN, it is a 3 letter word so many people have seemingly forgotten.
If you find yourself bitching about fun in video games, I suggest you take a break, you clearly are playing to much and need to try new and other interesting ventures in life.
Good Luck moving forward!

TBH, everything should be earned in game, stop handing things out for money Blizz, you make billions already.

What it appears to be for me.
Fish with WW for that perfect rift, banging your head on the wall, or clear 58 normally.
Or
Easily clear 55-60 with an IK SS or HOTA build.
I do not feel like fishing non stop for pylons to get a little higher with a completely overplayed boring set, glad to see I can run something new and fresh and still get the same clear on 95% of rifts.

Where do you see this?

With Enforcer it really makes a difference.

I think the announcement is coming later tonight, they do have a few key tweeks, but no more real serious issues worth delaying any longer.

Blizz is certainly having issues the last 48 hours, been having connection issues in WoW, D3, and Heroes, yet perfectly fine in every other online game I play.

YAY, ANOTHER WHINY PERSON TRYING TO FIND THE MEANING OF LIFE THROUGH PTR!!!!!!!!!!!!!!!!!
I mean, come on now man, PTR means Public Test Realm, with an emphasis on TEST!!!!! Imagine how much of a cluster F*** this game would be without all the testing that goes on.....

Support is not really gone, stacking support to gain HUGE dividends is however. I still think 4 man meta is going to be one support, two dps, and a tank. It is just that the tank will not be throwing in extra CC, instead they will be going beefy as a tank should and focusing on damage mitigation.

I think I am going to play HC only.
I will start with a WD due to their ability to farm easier at lower gear levels, and once I get my gem of ease to 25 and some mats gathered will bring up the Barb, where my heart truly is!

This also likely means we are looking at a live 2.3 launch in roughly 4-6 weeks based on prior PTR periods.
