It's pretty well established that one of the best parts about the Diablo series is the loot! So, my question to everyone is, what kind of loot do you want to see? What items should be the best in the game? (I saw a few topics related to this idea, but none with polls so I figured I'd start one up!)
For me, I would like to see something like this in the end game: Rares>Uniques=Sets(when complete)>Magic>Normal
Meaning, rares have potential to be the best items in the game; I think this would open up a lot more builds because of the random stats available to rares. However, I don't want to see uniques collect dust, so making them strong "place holders" until you find your perfect rare is something I would like to see(Like a mix between d2 classic and LoD).
I would also like sets to be a factor, more-so than they were in d2. A set that isn't complete would be weaker than uniques. When you complete the set however, it would be of equal power to the uniques that you could use alternativly. Lastly, I liked that in diablo 2 some magic items had potential to be powerful (In classic a +2 pally scepter with +BH and +Concentration)
Of course, I would want all options to be end game viable and none of them to be too much stronger than the others.
As for the second question, I voted for Uniques. Although I believes rares should have the potential to be better, finding one with the perfect stats is a challange in its own! I also wouldn't want sets to be insanely difficult to find or else I feel like they would not be used.
Anyways, that's just my opinion. Feel free to share yours!
I think that rings and amulets should probably be made best by being rare. I also think that they should make it so that weapons can be either rare/unique in order to be viable in the end of the game.
I like the idea of having small 2/3 piece sets that can be very beneficial due to bonuses and then those could be viable in the end of the game.
Diablo 2 is an amazing game, my favorite video game of all-time. However, it just didn't have enough variety in terms of end game items. I think it's cool to have items that are just 'the best' in terms of uniques. I think that should return and should be the solution at certain slots. But I think it gets a little ridiculous when pretty much everyone is wearing the exact same gear unless they have the rarest of rares.
I think it should be a combination of magic/rare/set/unique. It's fun gambling for ammys/rings hoping you might find the rare +skill/fcr/fhr/resist mods. If they make it a combination of item types then it will hopefully create a mixture of item possibilities for players to make instead of the same old boring characters, shaft/arreats face/tgods/wartravs/.... and so on. That's my opinion on the matter Hope you find it interesting

Why do unique ends up being the best? Because reliably having the perfect Rare is way too hard.
You either have uniques that are constantly weaker than most rares, or not.

A lot of people seem to want Rares to dominate because they are random, unlike Uniques. But in the end, the ultimate stats on Rares you will want are not so random. Even if people have slightly different items that does almost the same thing... why does it matter so much?
I see nothing wrong with Uniques and Sets being the most powerful items in the game. They have the more uniques possible stats, while Rare can still be powerful. But what do you want to seek in the end? You want to hope for an absolutely random rare that might just fit your need?
I don't. I want to hope for Diablo's Sword of Doom (random name) to drop for my character. I want items I can expect in advance to one day find, or buy. I want to hope for them. I don't want to hope for -that random Rare-.
Rares should never be a goal. Rare happens on their own and can make builds different just because they dropped out of nowhere. Nothing wrong with that to have extremely rare Rare drops that are more powerful than Uniques. But they can't be more powerful in general.
Each one will have their own opinion on what gear is the best. I prefer that rares compete with the best uniques or sets. I loved it back in the classic days when for the most part rares were the best items.

On Strike and supporting Fallout 4 Mod Makers
Some fallout 4 mod makers have had their mods stolen and uploaded and downloaded on Bethesda's site for the Xbox One.
The best loot should be variable. So, I like the Rares >= Uniques idea. In fact, I'd make something like multiple tiers of Rares, allowing for simple stats (your run of the mill DII Rares), as well as more complex combinations of stats that generally in DII appear on Uniques only. Although, I'd also want crafting to be more significant, so that at the end of the day if you got really really rich you'd be able to have fully-customized loot that fits perfectly with your specific build.
I'm pretty sure that they said they wan't the ideal set of gear to be a mixture of rares, uniques, legendaries, and idk if they said sets but I think it would be fine to have like two set pieces with some kind of bonus or something. A mixture would be the way to go I think, although in the end as long as the best gear is looted from the hardest boss thats fine.
i picked sets for the first one because they're not gonna fill up every slot so you'r gonna have a mix anyway. So i think they should be slightly below par with no bonus but when completed/have most items to be = or better then most.
and for second i picked uniques just cuz just the name implies that it should be an item that perhaps only bosses could drop.
SFJake, I think one of the main reasons people would prefer rares to be better than uniques in the end game is simply because it gives the game a more unique feel when everyone is wearing something a bit different.
I think singularly Uniques, combined sets. This is only because set items give better bonuses when combo'd with the set, but if you don't like the set you should go for uniques. I think that uniques should be equal to sets but in less items, so you can have many different items and look the way you want to look without having the set essential to your build. Rares, are rares for a reason they aren't meant to be super powerful, thats why they have uniques and sets otherwise they'd just have rares and sets because then rares would encompass all good items and crap items. Equinox made a good suggesting of tiering rares, as long as you take out uniques i'm fine with it ebcause there would be no point to a unique item if rares are equal in value to uniques.

Regarding sets: I'd like two things to come true with them:
I'd like there to exist a significant number of small sets. Like to give an example a "ring+amulet" set, and a "gloves, belt and boots" set.
Additionally, I think set items should give out the max set bonus at full set minus one. To return to my earlier example, a set of gloves, belt and boots would be 'complete' (i.e. at max power) by having either gloves and boots, gloves and belt or belt and boots. This way you wouldn't have to waste that awesome rare you found just because it'd "break" your set.
I would like to see smaller sets also.
The second idea is pretty good too, although it would kind of defeat the purpose of collecting the whole set. Why use the last peice of the set when you could use a unique or rare in its place? I guess that would just be a choice for the player to make.
It would solve the problem DII had. A set was either completely good or completely useless (which made most if not all sets useless beyond few 'levelling sets'). With some leeway, you could mix and match the sets at your leisure and they'd be comparable to uniques.
I agree with most people. Most characters should be wearing some blend of rare/set/unique, but a theoretical 'optimal' character would be 100% rares.
As for 'hardest' to find, I would think rares would have the highest droprate but of course vary widely in quality, uniques and sets would be about equal in drop frequency.

I was thinking more along the lines of, it's more common to find a magic staff with something like: +2 wizard +3 slow time(just an example) than finding a non-magic item(rares, uniques, sets) with stats like: +2 wizard +3 slow time +10fcr +15 resitances(ect...)
So you would basically use those magic items until you found a better one (rare, uniquem set) to replace it. Maybe for your specific build finding a staff with those mods is really rare, so that magic one holds more value.
I gave the example of a +pally +BH +conc scepter in the first post. Another example would be an enchant staff for an enchantress, or an ES staff. I think in d2 they are mostly used for the "pre-buff" though.
I guess I would just like to see every type of item have a use, buuuut, replacing a rare with a magic item seems a little counterproductive in the badass department.
I think that they should make all items really powerful.

I don't see why uniques should be inferior equipment and the hardest things to find in the game. There would then be no point to looking for them.
The thing here is that rares arent always better, they just have potential to be better. Finding a rare that is better than a unique would be more uncommon than finding a unique. I think if rares had a lower drop than uniques not only would they be uncommon but a rare with good stats would be almost non-existant.

Also, they said that currently the best way for Set items to work were to be late/end game items so we can expect them to be up there too.
