Hi, your friend suggested a cpu... which means that you will have to basically build a new computer (CPU and motherboard goes hand in hand). Whats your budget? If you are not short on cash, a new computer would be very nice.
Your computer is not a laptop right? Usually the word express in my mind links to laptops. But either way, you are not going to run diablo nicely with a 4 year old computer thats running on integrated graphics.
The quickest fix and cheapest fix would be spending 80-100 dollars and getting a videocard (assuming yours is a desktop).
I would suggest AMD 7750, AMD 6770, Nvidia 550ti. Whichever that is on sale. Those 3 cards should be able to max diablo 3. I am assuming you have a decent monitor with 1080p resolution.
If a 100 dollars is still too much for you, 6670 should do very well for 70ish, or if you want better, Nvidia 460gtx, AMD 6650, or Nvidia 560ti gtx are from 150-180
I did not suggest better cards because putting a nice card on a 4 year old system is... just don't do it.
Anyhow that is the quick fix. If you are looking for long term, and also to be able to play more demanding games, you could look into getting a new computer, Either build it with help of a friend, or pick the hardwares and get your local computer hardware store to build it for you. The cpu your friend suggested is one of the newest released cpus at the 300 price point. But I don't think it's for you, considering you have used your current computer for 4 years, the 3570K is more than enough, and you save $100.

That's strange. The third generation processors should be consuming less power than sandybridge and thus producing less heat...

Nah those things are monsters with heat. It's due to them running hotter at lower frequencies. so a 4.2Ghz ivy is like a 4.5 Sandy They run the same and have same heat output, but the ivy bridge needs less frequency to do more calculations. It's an odd thought. You'd think with their latest proc they'd allow you to go as high as ever and hit 5 on air.

I think i would go for a new computer only the CPU/Homebase because i have a better and durable monitor, mouse, and keyboard.
So what brand of CPU with a supported graphic card for diablo 3 should i buy for desktop. (I already have laptop almost all my savings went on that thing and that one has NVIDIA GeForce GTX 560M its toshiba still i tried to play diablo 3 on it. I got the same problem from my desktop even i have a good driver thats what i think. The slow motion(Air quote) problem) Anyway i use my laptop for my work where i save my important files, so this time i want to try to get a new cpu that i can use for gaming specially on diablo.

But anyway if 300-500 is your budget, then don't bother getting a new computer. Because it would be pretty pointless to throw that money to a computer that is only good for web-surfing and office use.Also when we talk about a new cpu, it usually means a new PC, because you would need a new motherboard to go with it, since you can't just socket that cpu on to your current computer, it's not compatible. So getting a CPU will be no use to you at all.
I would suggest getting a mainstream video card for now. From the sound of it, you are not a avid gamer, so anything between 100-150 would suit you well. Save the rest of the money and spend 800 dollars on a decent pc (with ssd) later down the road, but continue using that video card.
A 700-800 PC would basically consist of the following:
CPU: 3750K ($200)
Motherboard; Depends on the sale, but usually a budget motherboard that is bundled with the CPU can be had for $100
Memory: 8gb ($50)
Powersupply: a good Corsair 650HX is about 100
Computer Case: A budget one with pretty good cooling can be had for $50 or less (I've seen Antec 300 going for 40, Zalman Z9 at 50)
CPU cooler: a very popular budget one is the Cooler Master Hyper 212+ ($25)
DVD drive: ($15)
Windows 7: ($100)
Crucial M4 128gb SSD: (i've seen as low as $120)
Regular 1TB HDD: ($100)
And that is around $860, if you add in the 150 dollar GPU you buy right now, a total just a bit over 1000. But that gives you a very nice computer (with ssd) that will last you years. You could salvage your current desktop's parts, such as the powersupply (if its good), the dvd drive, the regular harddrive, That will definitely save you money. You can even use your current case if you really want to (but it will be a pain to take everything out and put it together again). As for components, you could get a cheaper cpu, and save 30-40 on that, and if you already have windows, you'll save money on that as well.
All in all, spending 500 dollars on a computer is definitely not worth your money especially since you already have a desktop and a laptop working fine for your regular use. What you need and what you want right now is a gaming pc.

I'm afraid I still don't understand this. If you get a new laptop with the ivybridge processors than you're definitely gonna have longer battery life and your lappy should generate less heat .

I see your edit, but to ease your concern, my SLI 560s can run WoW, LoL, Diablo 3 and Skyrim at High, Ultra, High and Ultra High (respectively) simultaneously...at 75 C haha.
Also, to answer the question about why IB processors are running hotter than SB processors:
Ivy Bridge processors run hotter than Sandy Bridge processors WHEN OVERCLOCKED but run cooler when sitting at their reference clocks. However, Ivy Bridge processors have a higher thermal limits than the Sandy Bridge ones (iirc, Sandy Bridge tops out around 90 C while Ivy Bridge tops out 105 C). The next to best solution is to get something like the H100 from Corsair and set it up in a push/pull configuration (two fans pushing air through the radiator and two fans pulling air). The BEST solution would be customizing your own watercooling system, which can be very expensive. My i7-2600k (Sandy Bridge) runs at 4.6 GHz and doesn't make it over 38 C when all 4 cores are stressed (as in running Prime 95).
Is your cooling solution for your sandybridge real fancy? I have yet to OC my i5 and I understand I don't really need to spend more than 30 dollars to replace the stock fan. Before I do that though I'm afraid I gotta replace my PSU for a fully modular one. I got too many cables crowding shit up in my case. And the chord for the ATX power runs right across where I'd have my new CPU cooler sticking out.
I have a phanteks C_14 and the thing keeps my ivy bridge pretty cool at 4.0Ghz. It helps I'm running it in a Df-85 cause the air coming out of this thing could double as an air conditioner. Not hot at all.

My problem right now is not so much on deciding on an aftermarket cooler, but simply freeing up the clutter inside my tower. I've got a nonmodular PSU that's like freaking snakes on a plane inside my case. The worst part is the location of the power jack for the ATX. It reaches right over the mobo and plugs in the top corner. So if I put in a bigger fan and heatsink for the CPU I'm gonna really have to get in there and seriously rearrange my cables and even then I'm a little worried about things mushing up against each other.
I mean, all around the mobo besides that ATX cable, it's actually rather clutter free. All the extra power cables are hanging out in the bottom of the case, but still, my mid-tower case doesn't seem ideal for OCing. I really want to invest in a new fully modular PSU with maybe even a new, bigger case.
Looking for some advice to save an aging system if possible. Power supply just died so I'm replacing that as its still under warranty, but D3 isn't running super smoothly, so I'd like to give the system a boost while I'm waiting for the RMA.
Older system, but even when it was built the GPU was on the cheaper side. Would upgrading to something in the GeForce 550 ballpark make D3 smooth at medium settings, or would the old processor and memory really bottleneck things to the point it wouldn't be worth it? Any insight would be a big help.

This is done up every so often by Chaud over at mmo-champion.com. Puppy would run any game such as Diablo 3 just fine on moderate settings.
